C-011446 Newcastle City Council & North Tyneside Council (The Authority); Invitation to tender for the processing of recyclable materials including through a materials recycling facility The Councils of Newcastle and North Tyneside have been operating a recycling collection service since 2003. The Authorities’ aim is to maintain or further improve on the existing high levels of service including encompassing a greater range of materials. The Contractor will follow the Waste Hierarchy in an environmentally sustainable manner whilst also achieving the maximum possible market value for all recyclables. The Materials will be collected and delivered by the Authority using split-bodied compaction Refuse Collection Vehicles. The requirements of the Service are: a. The provision of a Materials Recycling Facility (MRF) to receive and sort the mixed collected Materials, b. The transfer of the separately collected and segregated and sorted Materials to suitably licensed merchants or re-processors, c. The provision of a complete record of all Materials delivered, the interim processors / Outlets, and the final destination of each material, d. Depending upon the location of the Materials Recycling Facility, the provision of suitably located Delivery Point(s) from which the Contractor will transfer the delivered material to the Materials Recycling Facility. e. Maximising of income from recyclables f. Education and publicity to residents of the Authority at the Contractor’s cost but with editorial rights reserved by the Authority.
