Tender description

NRW is seeking to award a contract for the following: — supply of 1 x gas chromatography full range spectra — mass spectrometer (Lot 1) — 300 000 GBP max, — supply of 1 x inductively coupled plasma mass spectrometer (Lot 2) — 75 000 GBP max, — 4-year contract for Maintenance and servicing (for Lot 1 and Lot 2), — 4-year framework for the supply of consumables (for Lot 1 and Lot 2). The system is a full range spectra-mass spectrometer interfaced to a Gas Chromatography (GC) or 2-dimensional GC system (GCxGC) to chromatographically separate the compounds of interest before identification in the mass spectrometer. The primary application of the GCMS system will be to screen for EQSD/CSEMP compounds and other pesticides and industrial chemicals of environmental importance. It is essential that the system can positively identify compounds presented in challenging matrix types (sediment, biota and PSD extracts), with detection limits typically in the region of 10 to 100 femtogram on column or better. After chromatographic deconvolution, tentatively identified compounds (hits) should be confirmed by mass, spectral match, isotope ratio and retention time. Fragment ion confirmation by MS/MS analysis is beneficial but not considered as essential. The capability to carry out unknowns analysis is desirable but will not form the major application of the instrumentation. The ability to re-visit data at a later date and search for new compounds of interest is essential. The instrument needs to be capable of quantitative analysis and semi-quant analysis using single or multiple surrogate standards. The ability to perform analysis of dioxins and furans to EQSD limits of detection is desirable. The ability to separate isomers (e.g. PAHs and PCBs) is desirable but not essential. Being able to evaluate and draw conclusions from the data using statistical analysis and other chemometric approaches is essential. Fluctuations in abundances and compounds both unique and common to different sample site locations and dates should be identifiable using the software. One system is required. Available budget for purchase of equipment for Lot 1: 300 000 GBP. Additional services required: — 4-year contract for maintenance and servicing of the instruments – this contract will have yearly break points. (to commence at the end of the warranty period), — 4 year framework for the supply of consumable for the smooth running of the instruments – this framework will have yearly break points. (to commence at the end of the warranty period). The system is an automated inductively coupled plasma torch ion source with a quadrupole mass analyser and detection system. The system should include a cell, placed between the ion optics and the analyser quadrupole, into which gases can be introduced to remove polyatomic species from the ion beam before they enter the mass analyser. The system must be capable of performing major, minor, and trace (ppt to percent) multi elemental analysis in both aqueous and non – aqueous media with high accuracy and precision for routine and R& D applications. Available budget for purchase of equipment for Lot 2: 75 000 GBP. Additional services required: — 4-year contract for maintenance and servicing of the instruments – this contract will have yearly break points. (to commence at the end of the warranty period), — 4-year framework for the supply of consumable for the smooth running of the instruments – this framework will have yearly break points.
