Highways England (HE) is the government company charged with operating, maintaining and improving England's motorways and major A roads. We have a huge road investment programme to deliver and want to engage with suppliers to inform our approach to procuring our larger national infrastructure projects. Supplier feedback and providing the opportunity to influence project and procurement development is extremely important to us; it is imperative that we work collaboratively to achieve the optimum solutions. Highways England intends to use an e-Sourcing portal (Bravo) to communicate and undertake further market engagement activities for the contract. Please register on the portal in order to be involved in market engagement for the Avonmouth and Severn Bridges Specialist Bridge Inspection and Maintenance Contract. The successful tenderer will be required to provide specialist bridge inspections, routine and cyclic maintenance, defect rectification and some capital works on the M5 Avonmouth, M4 Prince of Wales and M48 Severn Bridges in Highways England South West region in accordance with the Highways England standards and objectives when instructed by Highways England. Additional duties will also include: the provision of traffic management for the purpose of the contractor's maintenance and response activities and where instructed by Highways England; the facilities maintenance of depots associated with the bridges within the South West region. Under the CDM Regulations 2015, the Specialist Bridges Inspection and Maintenance Contractor will be principal contractor for all work they undertake unless instructed otherwise by the Highways England Service Manager. By issuing this PIN, Highways England wishes to formally make the market aware of potential opportunities in relation to the Avonmouth and Severn Bridges Specialist Bridge Inspection and Maintenance Contract Applicant companies should note that Highways England may consider amending the duties listed above and may remove or amend these as appropriate during the contract period. It is envisaged supplier engagement between Highways England and the market, will inform the scope of the competitive tender, listening to what interested parties have to say and using this to shape the contract. It is imperative that we work collaboratively to achieve the optimum solutions. Collaboration is at the heart of the relationships necessary to deliver at the scale and pace required. Highways England are planning to hold supplier engagement events with an initial Industry day in the week of 10.6.2019 to provide an overview of HE's opportunities available to the market related to the contract.
