Tender description

In November 2018, DFID announced a new 50 000 000 GBP package of programmes to support global efforts to end FGM including a multi-country programme of up to 35 000 000 GBP to which this notice refers. This will build on the foundations of DFID’s first phase of investment in ending FGM (2013 — 2019). DFID has a vision of a world free from the practice of FGM by 2030, in line with the Sustainable Development Goals. This programme will contribute to global efforts to achieve that vision through: (i) supporting and building the capacity of the Africa-led movement to end FGM at multiple levels and at scale, (ii) getting laws, policies and systems at multiple levels to work effectively to end FGM, (iii) fixing some of the global data challenges that are holding progress back. Lot 1: Support to the Africa-Led Movement to end FGM at Multiple Levels and at Scale The first component, support to the Africa-led movement to end FGM at multiple levels and at scale will do this through: — the delivery of targeted interventions at community level, which will include a comprehensive, structured package of support to a set of communities to end the practice, — the establishment of a small-grants mechanism to build the capacity and ability of, grassroots women’s and youth-led organisations and activists to lead change and hold governments to account in their own countries, — testing and developing best practice guidance on how to integrate ending FGM interventions into existing development programmes with significant grassroots reach, helping to reinforce ending FGM efforts at scale, — the strategic use of media and campaigns to amplify and diffuse the process of change, — enhanced global advocacy to encourage more actors at different levels to help end FGM and increase the pace of change, — real-time monitoring and evaluation which allows the programme to respond quickly to learning as it progresses. Lot 2: Data and Measurement to Support Efforts to End FGM The data component is expected to: — undertake in-depth analysis of existing data to inform both DFID and global FGM programming — improving ways to measure FGM, including change in social attitudes and progress towards behaviour change, — provide technical assistance to the other programme delivery partners, particularly in relation to the programme’s real-time monitoring and evaluation.
