Tender description
Why the Work is Being Done As part of the DVLA IT Strategy, DVLA intends to re-architect and re-engineer all IT systems onto new, open-source, cloud-hosted commodity IT platforms. These systems are to integrate together and in to a number of common components. Problem to Be Solved DVLA require the delivery of an Integration Engineering Capability provided as a service via individual Statements of Work (SOWs). Capability provided under SOWs will need to work closely with the current Integration team to deliver functionality that enables DVLA to build the integration components. Supplier to Support the integration components. This is to cover 4th line support both in hours (between 9am and 6pm Monday to Friday) and out of hours (between 6pm and 8pm Monday to Friday and 24 hours Saturday and Sunday). DVLA is responsible for the overall business requirements, solution architecture. Who Are the Users DVLA Business transformation projects, Information Assurance Group, Cyber Security, existing business area (e.g. Human Resources, Finance, Estates). Early Market Engagement Work Already Done Initial API gateway solution has been delivered into production. Common components (Print, addressing and notifications) solutions have been delivered into production. High level solution has been produced covering workflow and customer communications. Existing Team The IT Service Creation team in DVLA (which includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers). A typical DVLA squad consists of software engineers, architect, an agile delivery manager, a business analyst, product owner, architect, technical product manager. Current Phase Beta Work Location Longview Road, Morriston, Swansea, SA6 7JL and/or RLDC, Llansamlet. Working Arrangments The supplier is expected to work from the DVLA Swansea Offices. Security Clearance Minimum BPSS clearance and if SC clearance is deemed required throughout delivery DVLA will sponsor. Additional T&Cs This service sits outside of IR35. Skills & Experience Evidence and experience over a period of 3 or more years in delivering integration solutions at pace, supported by delivery examples and contactable references. Evidence and experience over a period of 3 or more years of working in a successful agile delivery environment. Evidence and experience over a period of 3 or more years of delivering projects using modern delivery concepts such as Continuous Integration/Continuous Delivery pipelines. Evidence and experience over a period of 1 or more years of construction of delivering enterprise scale integration solutions using serverless and java technologies. Evidence and experience over a period of 3 or more years of current and future software tooling and frameworks used to build integration solutions Evidence and experience over period of 1 or more years delivering into AWS (Amazon Web Services) with particular focus on API Gateway, Cognito, Lamdba, S3, Dynamo & other Serverless technologies. Evidence and experience over a period of 2 or more years delivering solutions using Java, REST API, OpenAPI specs. Evidence and experience over a period of 1 or more years of test automation using Ruby and Cucumber. Nice to Haves Experience of OAuth security. Experience of Atlassian toolset (with a focus on JIRA, bitbucket) and Git. Evidence and experience delivering IT investments and large scale projects with a proven track record of meeting these in the simplest manner possible. Developers certified with AWS to Associate or Professional level. Evidence detailing an example of 1 or more years using coding standards and techniques previously that could be implemented at DVLA.
