Tender description

We are looking to develop a partnership with a third party provider to deliver pharmacy outpatient dispensing services across our 3 main sites. Outpatient dispensing is expected for all specialities including all specialist patient groups and specialist therapeutic areas. This includes private patient outpatient dispensing. The outpatient model must include the clinical screening, dispensing and management of all outpatient prescriptions by the most cost-effective and convenient route for patients. The outpatient model must include a service that enables the dispensing of medicines for Trust. There will also be a requirement (although this may be after the aforementioned implementation) for an outpatient dispensing service together with minor ailment and general healthcare clinical provisions at the Trust's site at Rowley Regis site (near Dudley). To deliver a comprehensive, high quality outpatient dispensing and retail pharmacy service across Sandwell and West Birmingham Hospitals NHS Trust. — outpatient dispensing is expected for all specialties including all specialist patient groups and specialist therapeutic areas. This includes private patient outpatient dispensing, — the outpatient model must include the clinical screening, dispensing and management of all outpatient prescriptions by the most cost-effective and convenient route for patients, — the outpatient model must include a service that enables the dispensing of medicines for Trust GPs led services on site at City, Sandwell and Rowley Hospitals, — there also is an opportunity to expand the provision to include a more general commercial retail offering and certainly at the City Hospital Site the provision for food and drink, — additionally at the City Site, there may be an opportunity to develop further offerings based around optical and hearing services, — other development opportunities based around healthcare and retail will also be considered based on the supplier’s innovation. To ensure that Supplier information systems are compatible with the Trust's IT systems, infrastructure and standards, to maintain safe and efficient services. The supplier(s) will be expected to use the Trust's Pharmacy stock and dispensing system (currently JAC) and be financially responsible for operational and proportion of capital and revenue costs of this in the supplier's locality. The supplier's IT Systems must be compatible with secondary care IT platform. In addition there is an opportunity to provide a community health pharmacy service (this may be procured separately as it would be appealing to an SME). To partner with a provider of retail services who will operate from Trust provided accommodation in return for a Service Fee and ROI. Retail pharmacy services are within the scope of this tender with provisions at City, Sandwell and Rowley Regis sites. There are various inclusions to this: — pharmacy “GSL” and “P” medicines provision for the public, visitors, carers, staff and outpatients (but not in-patients), — over the counter healthcare and medicines advice, — offer of other permitted retail goods, — the core of the offering should focus on pharmacy related sales such as health and wellbeing, beauty and lifestyle, but there is scope especially at the City site to explore retail outside of this traditional pharmacy model, — there are specific exclusions with respect to what can be sold within the retail service offering detailed in the service agreement. In summary, these exclusions will be around: —— food and drink, —— tobacco products, alcohol, etc., —— non-ethical or socially dubious material, —— material that do not “fit” with the ethos of an integrated healthcare and social care organisation or is at odds with the local community. There will be a requirement to provide a comprehensive and healthcare orientated retail provision to our patients and local community. The Trust is working in partnership with a number of primary care GP practices. From these, there will be a number of practices (TBC) that will operate from separate buildings at Trust sites and/or under control of Trust. There is a need for community pharmacy provision at and to these locations. This will encompass; dispensing of primary care FP10s, provision of community pharmacy advice and reviews and other such services. The supplier will have the opportunity to provide these services for these patients, staff and local community. It is anticipated this activity, whilst falling under this contract, may not be best placed to be provided on the Trust site(s) in all cases. The Trust would welcome proposals of how this could be provided from a community setting, either through a hub and spoke model, or through the local branch network, if there is not an onsite facility. This lot may be procured separately as it would be appealing to an SME from the Local Community.
