IP19004 - Speech, Language and Communication Needs (SCLN) Training within the Kent Youth Justice Service – to be delivered by 31 October 2019

Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Kent Local Transformation Plan (LTP) and the Transforming Care programme have identified speech and language input, capacity and capability for young people who are involved in the youth justice system as an area for investment. Both programmes recognise that young people who are involved in the youth justice system are especially vulnerable to poor emotional wellbeing and mental health outcomes. Given the significant Speech, Language and Communication Needs (SLCN) of this population nationally and locally (70%), it is considered national best practice for the population to receive some speech and language support. This contract is to provide training for those within the Kent Youth Justice Service to better support the communication needs of the young people they work with.
