Tender description

The Council is seeking to continue the provision of the scheme that supports a number of low income households, providing free or discounted home energy efficiency improvements, across Hertfordshire. The programme is a joint initiative between the 10 District and Borough Councils and HCC in partnership with HertsHelp (a commissioned single-point-of-contact service for Hertfordshire residents). Financial contributions from the partnership are currently used to deliver an in-house service, provided by HCC Public Health (taking on the role as the assessor). The in-house team coordinates the project, assessing eligibility of new referrals and working closely with the commissioned delivery partner to provide the relevant home energy efficiency improvements. Each district and borough partner has contributed an additional sum of money to provide “top-up” funding which is used towards the cost of the energy efficiency measure, to reduce the amount of resident contribution required in instances when ECO funding does not cover 100 % of the required works. The project currently reports to the Healthy Places Implementation Group and the Housing Quality Working Group, both led by Public Health. The Council would like to implement the service from April 2020 until the end of ECO funding in March 2022.
