Tender description

NEL Commissioning Support Unit (NEL) are proposing to engage with potential suppliers with regard to a NCL direct access diagnostic imaging service on behalf of NHS Camden CCG on behalf of itself as host/coordinating commissioner and its associates: — CCG Associates: NHS Barnet CCG, NHS Enfield CCG, NHS Haringey CCG and NHS Islington CCG, — provider associate: University College London Hospitals NHS FT. This is to inform the potential procurement of a direct access diagnostics service. To assist NCL CCGs and UCLH with testing their assumptions and proposed service requirements, suppliers are invited to a market engagement event on the 24.5.2019 in order to discuss the service envisaged: — the draft service specification and draft key performance indicators, — timescales to handover existing services (if required) and mobilise new services, — key cost drivers, risk sharing, how the requirement might be changed to drive better value and factors that influence performance measures and costs. The following attachments are available to interested parties to further inform the discussion prior to the market engagement event. These documents are available for download via the Pro-Contract E-Tendering portal at the link (https://procontract.due-north.com/Login/). — draft service specification and market engagement questionnaire. Places at the market engagement event are limited to 2 people per organisation all dates stated are variable. The contract value range will be clarified following this market engagement event but is anticipated to be a range of 25 000 000 GBP to 30 000 000 GBP inclusive VAT over 5 year contract term consisting of 3 years + 2 years (extended in multiples of 6 months, up to a maximum of 24 months in total). Please note that this is a market testing exercise to inform the organisations’ decision making process, not a call for competition. This does not commit the CCG to carry out a procurement process. Bidders who have expressed an interest in this market testing exercise will have to submit a separate response to the Contract Notice should we decide to procure this service and publish a Contract Notice (advert) for this requirement. The services that are the subject of this notice are covered by the light touch regime are set out at Schedule 3 (social and other specific services) of PCR 2015. If the value of the contract is over 615 278 GBP the Contracting Authority must advertise it in the OJEU, although there is flexibility as to the design of the remainder of the procurement process the commissioner is not voluntarily following any other part of the regulations. The procedure that the commissioner is following will be set out in future documents yet to be published. The process will be similar to open procedure process under the regulations but, for avoidance of doubt, the commissioner is not running the process as though the open procedure under the regulations applies and so reserves the right to depart from that procedure at any point. The procurement will be advertised via OJEU and contract finder.
