Tender description

Hampshire County Council is releasing this Prior Information Notice (PIN) on behalf of Hampshire Constabulary to advise the market of intentions to put in place a provision for its crime scene guarding requirements. This PIN is also to gauge market interest and initiate engagement and dialogue between Hampshire Constabulary and parties interested in providing services. The engagement could involve questionnaires, supplier days and possibly one-to-one meetings. Currently services are provided in house but increased demand across the force constitutes a new model approach is required. The role of the scene officer is to provide a secure presence at access and egress points of major or serious crimes scenes. It is an important role, providing credibility in securing evidence as well as ensuring robust frameworks on contamination or interference. These crime scenes include serious offences such as murder, manslaughter, suspicious deaths, rape and serious assault. The use of police officers at these scenes is costly, not only in financial terms but in abstracting staff away from other essential tasks within the organisation, the use of dedicated SO’s releases police officers to perform their core function. Scene guarding within Hampshire is currently undertaken by response and patrol (R&P) officers with assistance from officers within the prevent and neighbourhood strand (P&N). This early market engagement is open to all potential providers for the provision of crime scene guarding and security related services and provides an opportunity for potential providers to contribute to the development of the strategy. Furthermore, this activity will assist Hampshire Constabulary in specifying their requirements, assist the commissioners in identifying any risks or perceived challenges and gain market intelligence of preferred pricing models.
