Tender description

Sunderland City Council is seeking to establish a framework for lighting features to support Sunderland illuminations and festival of light events. Under the framework the council has a requirement for experienced contractor(s) for the concept design and provision of lighting features for these 2 annual events. The framework will be divided into 2 lots as follows: Lot 1: Sunderland Illuminations; Lot 2: Festival of Light. The concept design and supply of all lighting equipment to form routes of light across the City via the use of illuminations. The desired outcome is to attract visitors and to enhance visitor experience when visiting Sunderland. To create concept lighting design and to supply lighting features in line with festival of light events. Design concepts must take the following into consideration: — the event has a strong family demographic, — lighting features must appeal to all age ranges, — a range of features should be considered including sound effects, music and interactive pieces, — all available infrastructure should be considered for use including ground level and at height, — visitors to events may have previously observed some existing items therefore new and different features must be provided to create a new experience, — visitor dwell time at the event averages at 1.5 – 2 hours so features should be diverse, and as much of the park used as possible in order to maximise the visitor experience.
