Summary of the work The successful candidate will be part of the EKHUFT IT Projects Team but for the role they will be performing they will interact with all participating hospital Trusts and Community Trust within Kent and Medway. The successful candidate will implement Careflow in the Community Trust across Kent and Medway Specialist role Delivery manager Expected Contract Length 6 months Latest start date Monday 29 April 2019 Maximum Day Rate Funding is secure to a maximum day rate of £425.00. Candidates will not be considered if you are above this market rate will not be considered as the budget is not secure to exceed this. Early Market Engagement A contract for the same requirement was formally let under this framework in Feb 2019. Additional funding has been secured to accommodate additional work for the Careflow in the Community Project. We are seeking a specialist to support this project for a six month period. Who Speclialist Work With A number of Trusts in the East Kent area. What Specialists Work On The successful candidate will implement Careflow in the Community Trust across Kent and Medway You will be part of a team that will facilitate seamless transition between acute providers and community providers by allowing improved communication between healthcare professionals across organisations, focused around the patient. A key exemplar being the facilitation of Hospital at Home. Develop an integrated approach to multiple platforms to provide virtual outpatient services and management for people with long term conditions in their home environment, thus reducing outpatient attendances and cost, and facilitating easier access to healthcare support in the community environment. Skills & Experience • Extensive experience of working in a project environment. You must fulfil this requirement. • Extensive experience of work with different project management methodologies. You must fulfil this requirement. • Ability to mobilise a number of different organisations to facilitate and scope project objectives, benefits, requirements, plans etc. into a single PID. You must fulfil this requirement • Experience of working under pressure particularly with end-users at all levels of seniority. You must fulfil this requirement • Evidence of excellent stakeholder management and negotiation skills. You must fulfil this requirement • Knowledge or experience of working in Trusts and NHS organisations in Kent and Medway. You must fulfil this requirement • Extensive Experience and knowledge of the Careflow product. You must fulfil this requirement Nice to Haves • Knowledge of existing and emerging technologies applicable to health and clinical practice. This is not a mandatory requirement. • Experience of delivery of Collaborative IT Projects for a number of Trust within a region. This is not a mandatory requirement. Work Location Kent and Medway region, there is a requirement to travel between sites and locations. Working Arrangments The successful individual will be based across the whole of the East Kent and Medway area but based in Folkestone. This role is only suitable for candidates that can work 5 days a week Monday - Friday. The successful candidate must be available for telephone interview in the afternoon of 23rd April 2019. The successful candidate will commence work on 29th April 2019. No delays in a start date can be accepted. Security Clearance None Additional T&Cs The terms and conditions governing this contract will be the standard DOS 3 T&C's. Your response to the specification will be inserted as annex to this contract. Is there a current incumbent in post for this role? Yes, there is a current incumbent in this role. 3. Can the Authority confirm if an incumbent is in place and if they will be invited to apply via DOS ? We can confirm there is an incumbent in place and they will be entitled to apply via DOS. 4. By publishing a maximum day rate, you may dissuade suppliers from responding with a fixed price proposal that meets your required scope and deliverables. Was that your intention or is it an unintended consequence? Our intention was not to dissuade suppliers and there is no restriction in responding with a fixed price proposal as long as the day rate does not exceed £425. An indication of the maximum budget would be £55,250. 5. Is this role inside IR35? This role has been determined outside of IR35. 6. Is there an incumbent? We can confirm there is an incumbent in place. 7. Does the day rate include VAT? The rate specified does not include VAT. 8. By setting two essential questions to be “Knowledge or experience of working in Trusts and NHS organisations in Kent and Medway” and “Extensive Experience and knowledge of the Careflow product” you are greatly restricting the number of applications and giving the incumbent, who obviously meets these, an advantage.
