Efficiency East Midlands Ltd (EEM) is a procurement consortium which establishes and manages a range of Framework Agreements and dynamic purchasing systems. current members include Councils, ALMO’s, housing associations, hospitals, universities and emergency services. EEM has procured and entered into a framework with multiple suppliers, for the provision of decorating supplies. The routes to the supply are: (a) supply of decorating materials to operatives/contractors either in bulk to a stores or collection over the counter; (b) a tenant decoration scheme – pre-agreed packs or points system; and (c) monetary voucher/card scheme – monetary vouchers or pre-paid cards. The successful suppliers must be able to provide a traditional service of paint supply to the Contracting Authorities. This may be via delivery to a depot, live building site, individual properties or collection from a local store. Tenant decoration schemes have been designed to contribute towards the cost of materials and equipment needed to carry our internal decoration work following repairs and refurbishment of properties and for tenants moving into a new property. It allows tenants the choice in the decoration of their home and provides compensation after works have disturbed existing decoration. This option will include the creation of vouchers and/or pre-paid cards to a specific monetary value that can be spent on any decorating materials required by the Tenant. If the total spend is over and above the value of the voucher/card the tenant will be expected to pay the difference. The supplier must be able to provide vouchers or cards with a value of between 5 GBP and 200 GBP. The exact allocation of monetary value will be done by the Contracting Authority following an assessment of the property.
