UK Shared Business Services Ltd acting on behalf of the contracting authority United Kingdom Research and Innovation have put in place a contract for the recruitment of temporary staff for the EU element of Horizon 2020 in the event of a no deal Brexit. This contract has been awarded via direct award through the CCS RM971 Non Medical Non Clinical framework lot 2. UK Shared Business Services Ltd acting on behalf of the contracting authority United Kingdom Research and Innovation have put in place a contract for the recruitment of temporary staff for the EU element of Horizon 2020 in the event of a no deal Brexit. Under this contract the supplier will take responsibility for the following: Compliance – all candidates will undergo a compliance assessment prior to the start of the assignment with UKRI. The suppliers compliance standards are market leading and will work with UKRI to identify any specific compliance requirements required for this project. Online timesheets — both the temporary agency worker and the relevant UKRI Manager will submit and authorise timesheets on a weekly basis though a system, which is accessible from a PC, tablet or mobile device. Payment and statutory pay deductions – the supplier will pay the temporary workers on a weekly basis and make all of the necessary tax and National insurance deductions in line with current payroll legislation. Aftercare – The supplier will ensure that all temporary workers and their relevant UK Supervision and control – whilst the temporary agency worker is on assignment, their RI Hiring Manager are supported throughout the length of the assignment from a pre-start check with the temporary workers to make sure they are ready for their first day through daily, weekly and monthly aftercare to pre-empt any issues and provide an immediate solution if/when as they appear. IR35 in the public sector — as a public-sector organisation, UKRI will be suitably aware of their obligations to assess whether a temporary role is in or out of IR35 in accordance with changes in the responsibility to assess set in April 2017 (https://www.gov.uk/guidance/off-payroll-working-in-the-public-sector-reform-of-intermediaries-legislation). The supplier will be at the forefront of working with UK government (HMRC and the Treasury) and public-sector organisations to implement effective processes to manage the implication of the April 2017 changes. The supplier would bring this experience to bear on any roles that may require the services of a limited company/PSC (Personnel Services Company). Notice management or “break clauses” — in the event that a temporary worker’s assignment needs ending due to their performance or the premature or unplanned end to the work they were engaged to undertake, the supplier will also take responsibility for finishing their assignment.
