Tender description

The Participating Authority(s) being Barnsley, Bradford, Calderdale, Doncaster Children’s Services Trust, Doncaster MBC, East Riding, Hull, Kirklees, Leeds, North East Lincs, North Lincs, Rotherham, Sheffield, Wakefield and York currently adopt a wide range of purchasing activities in order to secure sufficient residential care and support to meet local demand for Children Looked After (CLA). Through the EMP Participating Authorities will procure regional residential care arrangements for CLAs where these arrangements are provided by external contractors. It is anticipated that the EMP will develop a framework of contractors to ensure capacity to manage fluctuations in demand and capacity across the participating member authorities. This EMP for residential care will provide a framework of tried and tested Contractors for the provision of residential care in 3 lots. This is provision of support and care for children and young people in a residential setting. The level of support will meet the individual needs of a young person. This is provision of support and care for children and young people in a residential setting and the provision of education provided by the contractor that is registered with Ofsted. The level of support and the education provided will meet the individual needs of a young person. Education contractors must have their own DfE number and be rated as “Good” or “Outstanding” in their OFSTED inspection. This provision is for the accommodation for children and their parent(s) while a social worker assesses the parents’ capacity to look after their children and gives any guidance that is necessary.
