Tender description

Partnership Learning's established secondary school, Sydney Russell, is rated Ofsted “Outstanding” and is designated as a Teaching School and National Support School. Having been approved to open 3 free schools, the trust now aims to deploy its proven leadership and teaching strategies to transform failing schools, ensuring that all their pupils thrive within well-structured and aspirational environments. We aim to sponsor 2 academies by the end of Year 1 of operation, 4 by Year 2 and at least 5 by Year 3 — 2 Secondary and 3 Primary. We also expect to attract convertor academies to join our chain — 1 in Year 1, 2 in year 2 and 3 in Year 3. The tender project is seeking to appoint a supplier whose initiative and innovation will be welcomed for the provision of cleaning services at the Partnership Learning schools. The high quality service levels proposed, should maintain excellent standards throughout, resulting in a pleasant environment for both the pupils and staff at all schools. The basis and rationale that the Client requires the successful supplier to operate to at all times, is being able to provide schools that are fit for purpose and that the supplier is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the tender specification. The contract being tendered is for 3 years in duration from 1.8.2018 to 31.7.2021 and will be fixed price in nature, with the supplier invoicing the client for 1-twelfth of the annual cost on a monthly basis. This is a 3+2 contract whereby the client may, at their discretion, extend the contract for a further 2 years. It should be noted that the successful supplier will be expected to bring to the contract: innovation; new equipment; and cleaning methods, with BICSc standards being achieved, as a minimum, thus ensuring that the highest levels of cleanliness are maintained in all areas at all times and also ensuring that the productivity of the cleaning operatives is enhanced moving forward into the new contract term. Please be advised that the client has a minimum requirement for a supplier’s employers liability/public liability and professional indemnity insurance of 5 000 000 GBP. Please be advised that Partnership Learning is a growing trust. To that end, any schools already in the trust or any additional schools that may join the trust during the duration of the contract may, at the discretion of the Client, be included into this contract. The Schools: Sydney Russell School. At present there are 36 cleaning staff employed for Sydney Russell School (both sites): — 3 working supervisors (2 on secondary site, 1 on primary site), — 33 cleaning operatives. The current contractor is London Borough of Barking and Dagenham. There are incumbent members of cleaning staff who are members of the LGPS. Riverside School. At present there are 22 cleaning staff employed at Riverside Campus where the structure is: — 0 non working cleaning supervisor, — I working supervisor, — 21 cleaning operatives, — there is not a cleaner present in school during the day. The current incumbent contractor is LBBD. The Albany School. At present there are 10 cleaning staff employed at Albany School: — 1 cleaning supervisor, — 9 cleaning operatives. Cleaning is in-house currently. Eastbury Primary School. There are currently: — 8 cleaners and 1 supervisor. Cleaning is in-house currently. Greatfields School. At present there are 4 cleaning staff employed at Greatfields school where the structure is: — non-working cleaning supervisor, — 1 working supervisor, — cleaning operatives. There are no cleaners present in school during the day; all cleaning takes place between 03:30 pm and 06:00 pm. The current temporary contractor is Van Broc. There are no incumbent members of cleaning staff who are members of the LGPS. Thames View Junior School. — 1 supervisor, — 5 cleaners totals. There is no cleaner on site during the day. Their hours are 06:00–08:30 am Monday to Friday.
