Tender description

The Council is proposing to procure significant numbers of columns and LED lanterns via purchasing frameworks and to make this stock available to the works supplier as “free issue” under a contract for the installation of all equipment; including the necessary connections and additional replacement of defective cabling. The works contract is estimated at circa 6 000 000 GBP value and is proposed to commence on site by September 2019 and to be completed by December 2020. The proposed contract is NEC3 ECC Option B. Wirral Council has a street lighting asset stock of approximately 35 500 columns and lanterns. Approximately 7 500 of the worst performing lanterns (in energy efficiency terms) were replaced with LED units in a Phase 1 contract in 2014-16. The majority of these replacements were on main roads. Since then the Council has undertaken a wide-ranging structural condition survey of all its street lighting column infrastructure which has identified a need to replace approximately 9 200 defective or life-expired columns. Meanwhile the Council has a significant backlog of lighting outages to old SOX units which are not currently being addressed pending their replacement with LED units. The Council has now secured the funding necessary to finance the replacement of all the columns from its capital programme over 3 years and has secured a loan from the governments Salix scheme to finance an invest-to-save project to replace all the remaining circa 28 000 lanterns over 3 years. Funding is now secured totalling approximately 10 400 000 GBP and is to be spent by March 2021.
