Tender description

Durham University are seeking to appoint executive recruitment agencies to assist with the recruitment of temporary, fixed-term and permanent senior roles within the University. The framework agreement is for a period of three (3) years in total with the possibility of a further 12-month extension, subject to performance and business requirements. The framework will be structured in the following way: — Lot 1 — Senior Academic Roles, — Lot 2 — Executive Roles, — Lot 3 — Senior Professional Roles, — Lot 4 — Non-Executive Roles, — Lot 5 — Specialist Professional Roles, — Lot 6 — Executive or Senior Interim Roles. Our framework supplier(s) will be viewed as an extension of the University's own recruitment team. You will be expected to advise on market place conditions for the recruitment of positions within your appointed lot(s) and help increase the pool of candidates available to the University. Please note, recruitment for grant-funded roles will comply with the grant body. The University are seeking to appoint a minimum of 1 and a maximum of 3 suppliers to service this lot. The job roles applicable for this lot are as follows, and without limitation: — Head of School/Department/Institute, — Dean, — Head of College, — Head/Deputy Head of Faculty, — Other Senior Academic Roles. Brief overview of roles within this lot: Head of School(s) provide both academic and administrative leadership to the school, within the University's Statutes and the College Rules. Head of College have individual responsibility and accountability to their Faculty Pro-Vice Chancellor for the budgets and resources allocated to them by their Pro-Vice Chancellor. They also have responsibility for line management and mentorship of staff in their Colleges. The Head of an academic department will normally serve as Chair of the Board of Studies with responsibility for academic standards in research and teaching. Institute Director(s) are some of the most outstanding academic leaders and are responsible to the Pro-Vice-Chancellor (Research) (and through Research Committee to Senate) for strategic planning and the delivery of internationally-leading research through the Institute. Dean(s) are responsible to the Vice-Chancellor for the academic leadership and management of a Faculty contributing towards policies that enhance the effectiveness of the University as a whole. The University are seeking to appoint a minimum of 1 and a maximum of 3 suppliers to service this lot. The job roles applicable for this lot are as follows, and without limitation: — Vice-Chancellor and Warden, — Deputy Vice-Chancellor, — Provost, — Vice-Provost, — Executive Dean, — Pro Vice-Chancellor, — Chief Operating Officer, — Chief Financial Officer, — Chief Information (or Digital) Officer, — University Secretary. Brief overview of roles within this lot: The Vice-Chancellor is the Chief-Executive and Chair of UEC. All other members of UEC are responsible to the Vice-Chancellor. The Deputy Vice-Chancellor and Provost deputises for the Vice-Chancellor and provides strategic academic leadership on pan-University issues with education and research portfolios, as defined by the Vice-Chancellor, and takes responsibility for development and implementation of specific strategies and policies for the advancement of the University as a whole. Vice-Provost(s) are a new position (as of Autumn 2019) focusing on Education and Research and they will report directly to the Provost. The Pro Vice-Chancellor(s) are part of the Senior Leadership Team driving the University Strategy forward. The Chief Operating Officer is responsible to the Vice-Chancellor for the effective conduct of University business and has delegated, line management and planning responsibilities for the Professional Support Services (other than the Finance Directorate). The Chief Financial Officer is responsible to the Vice-Chancellor for central Financial Services, Financial Strategy, Procurement, Treasury, Investment and has delegated budgetary, line management and planning responsibilities for the Finance Directorate. The University Secretary is responsible for the University's overall governance, assurance and legal compliance providing advice and support to the University's governing body and board of trustees (Council), to Senate and the Vice-Chancellor and his Executive Team. The University are seeking to appoint a minimum of 1 and a maximum of 3 suppliers to service this lot. The job titles applicable for this lot are as follows, and without limitation: — Director/Head of Human Resource, — Director/Head of Procurement, — Director/Head of Estates, — Director/Head of Marketing/Communications, — Director/Head of Fundraising or Engagement or Advancement, — Director/Head of Specialist Finance Function, — Librarian. Brief overview of roles within this lot: Heads of Department(s) have individual responsibility and accountability to their Faculty Pro-Vice-Chancellor for the budgets and resources (including space) allocated to them by their Pro-Vice-Chancellor. The Heads of Professional Support Departments are responsible for the budgets, space and facilities and staff allocated to them in delivering the University's strategy. Librarian(s) oversee University collections of around 19 500 e-journals, 415 000 e-books and print collections of around 1 630 000 items across 5 library locations. The University are seeking to appoint a minimum of 1 and a maximum of 3 supplier(s) to service this lot. The job title applicable for this lot are as follows, and without limitation: — Chair of Non-Executive Board/Council in HE or a Similarly Complex Environment, — Non-Executive Positions in HE or a Similarly Complex Environment. Brief overview of roles within this lot: As is common across the Higher Education Sector, membership of the University Council does not carry remuneration, but reasonable travelling and other associated expenses incurred in performing the role will be reimbursed. The initial term of appointments of all appointed Members of Council is four years, which may be renewed for a second term of up to 3 years (subject to the satisfactory outcome of an annual appraisal with the Chair) and (in exceptional circumstances only) a third term of up to 2 years. Members should not normally serve a continuous period of more than 9 years. Council meetings are held around six (6) to seven (7) times a year and meeting dates are published in advance. The University expects that, in accepting appointment, Non-Executive Members will make use of their skills and experience when exercising their responsibilities and play a full part in the taking of corporate decisions. Members do not however have an executive role (unless so invited): their role is primarily advisory and facilitating. The University are seeking to appoint a minimum of 1 and a maximum of 3 suppliers to service this lot. The job titles applicable for this lot are as follows, and without limitation: — Specialist Senior Project Managers, — Specialist Senior Finance Colleagues/Accountants, — Specialist Senior Procurement Professionals, — Specialist Senior Healthcare Professionals (Counselling, Occupational Health or Mental Health Support, etc). Brief overview of roles within this lot: Roles that will fall into this Lot can be varied in nature and may require specialist skill sets of candidates providing both academic and business world experience. Other roles this Lot can cover include, but not limited to: — Estate related Project Managers overseeing small and large scale build projects, — Campaign related activities (e.g. multiple roles require filling within one of the other Lots such as a campaign to fill Head of College vacancies), — H&S Manager (or equivalent) roles, — Occupational Health related roles (non-doctoral). We have struggled to recruit directly or through third party involvement, suitably experienced candidates for these types of roles in the past. Supplier(s) appointed to this Lot will have the specialist knowledge, resources and contacts within the marketplace to source candidate(s) ensuring diversity of candidate pool is maintained throughout. In the unlikely event you are unable to source suitable candidates, the we reserve the right to look at other, niche suppliers, outside of this Lot. The University are seeking to appoint a minimum of 1 and a maximum of 3 suppliers to service this lot. The job titles applicable for this lot are as follows, and without limitation: — Professional Roles, Colleges or Departments, — Academic Roles, — UEC Roles, — Other Roles. Brief overview of roles within this lot: Interim roles are executive level positions and are defined as professionals with specific skill set(s) currently lacking within the University. Interim roles are seen as short-term assignments with proven executive level experience to usually manage a period of transition within the University. Interim roles within the University setting are generally used to fill permanent or recently vacated positions where the absence of such a role would be detrimental to business operations. The full-time position is generally either waiting for the new post holder to arrive or a full recruitment process is currently underway to fill the vacancy on a permanent basis.
