Summary of the work The Standards Manager will transform policing and law enforcement access to and use of national data. They will define and implement improvements to the way data is used. This role will improve national data, investigative, public safety outcomes and decision making, whilst reducing operational and Home Office risk. Specialist role Delivery manager Expected Contract Length 1 Year Latest start date Sunday 14 April 2019 Maximum Day Rate £750 Who Speclialist Work With You will be working with the Operational Communications in Policing (OCiP) team independent of but attached to the Home Office. The OCiP team comprises a number of serving police officers and staff. All of who work closely with members of one of three Home Office lead programmes. What Specialists Work On Work with Data Architect to establish LEDS data quality and data governance standards Engage with relevant Policing suppliers to ensure adoption and compliance with LEDS Data Standards Leadership and management of the Data Management and Data Governance organisation design project Engagement across all levels of policing, including at Chief Officer level the vendor community to prepare for data quality and data governance improvements Engage with Retention Project and with PNC and PND governance groups to improve data quality, mapping the status quo as required. Manage policing business activities to gain data quality improvements E19 Skills & Experience • Strong stakeholder management skills for managing change through complex relationships. • Strong communication and presentation skills for a range of audiences. • Ability to persuade and influence at a senior level. • Extensive experience of records management. • Knowledge of change management activities that underpin the behavioural changes needed for data improvements. • Using information to make operational deicisons. • Data Protection principles. Nice to Haves Significant Qualification in Information Management for maintaining credibility to a diverse audience. Work Location London, Croydon and various locations to engage with police forces Working Arrangments Outside of formal meetings home working is permitted although weekly attendance in either London or Croydon is expected. This role requires frequent travel across the UK. This is to maintain close contact with the programme team and other key Home Office and Policing contacts based in London and Croydon and travel to law enforcement contacts in their environments. Can the Authority confirm if an incumbent is currently in this role, and if they will be invited to re-apply via DOS? There is an incumbent in a similar role. 2. Will you sponsor the SC & NPPV3 clearance or does the candidate need the clearances before starting? Yes sponsorship will be provided if the most appropriate candidate does not have security clearance. 3. What is the IR35 status? This role is outside of IR35 4. The headline title states you’re looking for a Product Manager, Later the Role is stated as a Delivery Manager, under the Summary of work you’re looking for a Standards Manager. In the Essential skills, you seem to be looking for a Change Manager. Can you clarify what Title best fits the role please. The Product Manager role is the most significant. This role will have several strands. There is a Product Manager requirement for developing the Data Quality product initially. There is a delivery requirement to ensure police and other law enforcement are provided with the Data Quality product in a format they can use and change management elements to ensure the police and other law enforcement organisations are able to use new capabilities. 5. How critical or essential is it for the supplier to have experience of working within large Government programmes? The role is based within a large Government programme and within a law enforcement context, both are important. A potential supplier will not be ruled out based on not having this experience, however this will be reflected in the cultural scoring unless alternative relevant experience is provided 6. Please can you provide some additional information regarding timescales, specifically when do you anticipate that shortlisting will take place, when do you plan for interviews to be held and when are you looking to award contracts? Shortlisting will take place week commencing 22nd, interviews from week commencing 29th with contract awarding, assuming there is a qualifying candidate from the middle of April. 7. Will expenses be covered for any travel outside of London? Yes, travel outside of M25 will be reimbursed in line with the Home Office expenses policy 8. What is the expected ratio of working from Home to working at the offices? Approximately a third Home Office based, a third at other locations and a third working from home. This will vary depending upon the location of the supplier. 9. In the cultural fit criteria, you have mentioned the following:-Experience of working within police and/or law enforcement.Experience of working within large Government programmes.If the person doesn't have Police and/or law enforcement, he will not be considered suitable for this role, is that right understanding? The role is based within a large Government programme and within a law enforcement context, both are important. A potential supplier will not be ruled out based on not having this experience, however this will be reflected in the cultural scoring unless alternative relevant experience is provided 10. Are there any information management qualifications that you would like this individual to have? There are a range of useful qualifications, such as; Practitioner Certificate in Data Management Essentials, Degree/Postgraduate Certificate/Diploma/MSc in Information Management. The qualifications that would add value to the supplier’s bid should reflect the status of a national role. 11. What’s the current state of LEDS data? Will they be coming in and establishing an entirely new process or building upon an already established one? LEDS will be a new standalone database that will include existing data sources such as that within the Police National Computer (PNC). In some cases, new processes will be established. The role will also work across existing law enforcement systems building upon existing processes within those systems prior to LEDS going live. 12. What is the current tech stack, and would this individual require any particular exposure to certain data management software? This is a complex landscape that involves the future LEDS system and the current Police National Computer and Police National Database in addition to the current and or future technology choices are not important for this role.
