KMCHS-276 Highway Permit Scheme Review and Modification

Tenders are invited by The Council of the Borough of Kirklees (the "Council") from Service Providers with relevant experience and ability to design and develop a Permit Scheme for a number of Highway Authorities in the Yorkshire region, those being Calderdale, Kirklees, Leeds, Sheffield and Wakefield, as detailed more fully in Appendix A (Scope). It is anticipated that the Contract will commence on 18th April 2019. The Contract will work in a two phase basis; Phase One being the Cost Benefit Analysis, details of the added values of an "All Streets" Permit Scheme and the provision of the necessary documentation and recommendations to allow each authority in their decision making process. Phase Two follows, assuming the acceptance of the proposed scheme developed in Phase One and the need for its implementation. This will include the drafting of revised permit scheme documentation, the management of the consultation process and the provision of training and support as agreed with each individual local authority.
