Tender description

The Council is seeking tenders from sufficiently experience and qualify providers for the provision of smoking cessation service and NHS Health Check Programme. The Smoking Cessation service provider will be expected to provide general advice, information and signposting to LBH Residents and also those registered with an LBH GP. Advanced interventions i.e.: use of pharmacotherapy should be considered only for individuals who meet all of the eligibility criteria. The Council requires a reduction in smoking prevalence in each of the above priority groups, with a general reduction in smoking prevalence across Hillingdon overall. Improvement is also expected when comparing Hillingdon’s smoking prevalence to London and England prevalence levels. We would also expect the commissioned service to: — ensure that service providers and healthcare professionals are trained to a level 2 standard or equivalent to provide evidenced based smoking cessation support to clients, — undertake local campaigns/outreach to raise awareness of the harm of smoking, to promote attempts to quit smoking, and to prevent uptake of smoking by young people, — offer smoking cessation guidance for businesses, health professionals and partners, — provide smoking cessation support in primary and secondary schools to prevent uptake of smoking, — help manage the addiction, awareness and intervention for users of other tobacco products such as shisha and chewing tobacco, — demonstrates collaborative working with a range of stakeholders. We require a provider to deliver smoking cessation services that adheres to guidance from Public Health England, the Department of Health and the National Institute of Health and Care excellence (NICE). This includes providing behavioural support combined with licensed smoking cessation pharmacotherapy such as Nicotine Replacement Therapy (NRT), Varenicline (Champix) and Bupropion (Zyban). The Council wishes to commission an organisation(s) to provide NHS Health Checks for Hillingdon residents who meet the national eligibility criteria. In Hillingdon, there are currently around 78 000 people who are eligible for an NHS Health Check. Each year, the service provider(s) will be required to: — invite 20 % of the eligible population in Hillingdon to ensure that all eligible people receive an invitation for an NHS Health Check every 5 years, — deliver an NHS Health Check for at least 15 % of the invited eligible population, which would equate to a minimum take-up rate of 75 %. The service provider(s) will be expected to deliver all of the assessments stated above. NHS Health Check results will need to be transferred to GP patient records with minimal impact on GP practice workload. The service provider(s) will need to collect good quality data and their IT system will need to work seamlessly with local GP clinical records systems. They will need to be able to manage: — client call/recall, — transfer of results to GP systems, and — the making of referrals where appropriate. The service provider will need to be compliant with all current information governance requirements including the General Data Protection Regulation (GDPR) and Caldicott II.
