Tender description

The Councils biggest asset is the Highway Network (1 154 km) and the Council maintains approximately 53 km of Vehicle Restraint Systems as part of this. The services required under this contract shall be the maintenance of all of the employer’s existing vehicle restraint systems (VRS) including for the construction of new VRS, to ensure safety for users of the highway system within the geographic boundary of The Council. The works will be at various locations throughout the County Borough of Caerphilly. The contract will be based on the core clauses of the Institution of Civil Engineers’ NEC3 Term Service Contract (fourth edition April 2013) with main option clause A (Priced Contract with Price List), Dispute Resolution Option W2 and secondary option clauses, X2, X19, X20, Y (UK) 2, Y (UK) 3 and Z (and, for the avoidance of doubt, all other secondary option clauses shall not apply). Installation and maintenance of road restraint systems across the road network in the County Borough of Caerphilly as detailed in the task orders and other documentation supplied with each individual task order. Drawings will be issued with a task order where applicable. The timing of maintenance repairs will be agreed between the employer and the Contractor. In the event of new installation work, the Contractor shall submit a programme of works to be agreed with the employer. Restricted working hours to be determined before the commencement of work at each site as specified in each purchase order. The employer shall provide drawings of statutory undertakers information prior to the commencement of any work. All site information to be supplied with each individual task order. Vehicle restraint systems. All proposed VRS installations shall conform to the specific requirements set out in the Design Manual for roads and Bridges (DMRB) TD19/06 and the Manual of Contract Documents for Highway Works (MCHW) Volume 1, Series 400. Tenderers must employ and be able to demonstrate that their personnel are both suitably trained and competent in the installation of the proposed vehicle restraint systems to HA approved standards. Tenderers shall allow for reinstatement to existing standards, for any disturbed areas upon completion of works. Besides specified items, tenderers shall price the Schedule of Rates on the basis that works are to be carried out within verges, allowing for stone-picking and top-soiling to a desirable standard.
