Tender description

Provision across Hampshire of a home energy advice and associated support service (known as “Hitting The Cold Spots”). The service will support Hampshire residents to efficiently and effectively keep their homes warm. Hitting The Cold Spots improves health and wellbeing outcomes for residents living in, or at risk of, fuel poverty, particularly those whose health is most affected by a cold home. This is to be achieved through a combination of advice and support, and (for eligible residents) practical measures such as boiler repairs. This will in turn reduce demand on health and social care services and excess winter deaths. The Council will be running a one stage procurement process. Providers interested in tendering for Hitting The Cold Spots will need to register with In-Tend as detailed in Section VI.3) in order to view and access the procurement documentation. The contract term will be for 3 years, with an option, at the discretion of the Council, to extend for a further period or periods not exceeding 2 years. The funding provided to the contract by Hampshire County Council will be a fixed figure of 120 000 GBP per annum. Tenderers should note that the service provider will be expected to allocate annually from this 120 000 GBP a minimum of 20 000 GBP for use as discretionary funding (to be spent only with the prior approval of the Council) to enable the installation of practical measures where no alternative source of external funding can be secured. The total maximum contract value over the contract term (and including any periods of contract extension) will equate to 600 000 GBP.
