Tender description
Transitional contract for the provision of supported living services for service users with complex needs, residing in the Borough of Walsall. Type of procedure: Award of contract without prior publication of a call for competition in the Official Journal of the European Union – The procurement falls outside of the scope of application of the directive. Explanation: Transitional Contract (T5) for the provision of supported living services for service users, residing in the Borough of Walsall, with complex needs. The current contractual arrangements for supported living services end on 31.3.2019. The Council has undertaken a competition process (WP3325) to establish a framework of economic operators across 7 categories of complex care. This process is still underway, with economic operator submissions for this framework competition currently being assessed. It is anticipated that new framework contracts will be awarded in 2019/2020. The Care Act 2014 sets out in one place, local authorities’ duties in relation to assessing people’s needs and their eligibility for publicly funded care and support. It makes clear that local authorities must provide or arrange services that help prevent people developing needs for care and support or delay people deteriorating such that they would need ongoing care and support. It sets out the Councils responsibility to meet the needs of the local adult and young people population with complex and mental health needs. The Council has a duty to facilitate a market place of providers who have the ability to meet the diverse range of needs of those who require care and support. The new Framework Agreements for supported living services will support to address the Council’s responsibilities under the Care Act 2014. Interim arrangements are required to bridge the gap between the dates of the expired contract to the start of the new framework contract including a period of service transition for existing service users. The transitional contract arrangement (T5) will commence 1.4.2019 and continue for up to a maximum of 12 months. The transitional contracts will be awarded to economic operators that provided services under the previous contractual arrangements. The number of economic operators this transitional contract will be awarded to is 49. These are listed in Section V of this notice.
