Summary of the work This specialist technical development role is required to deliver an exceptionally high standard of code in accordance with the DVLA's business requirements. To undertake development work on the DVLA's Central Vehicles Management System (VSS). To work on various projects to deliver mandatory and legislative changes to Central Vehicles Management System. Specialist role Developer Expected Contract Length 12 Months with the option to extend for a further 12 Months. Latest start date Tuesday 7 May 2019 Maximum Day Rate £600 per day inclusive of T+S. Who Speclialist Work With Primarily with members of the IT Service Creation teams in the DVLA. What Specialists Work On A specialist is required to undertake development work on the DVLA's Central Vehicles Management System. Work includes technical analysis, low level design, production and unit code using CA GEN. Work will entail UNIX scripting for data extraction and data management as well as working with complex batch scheduling systems. The specialist will be allocated to specific projects including, but not limited to, changes to the calculation and collection of Vehicle Excise Duty and also making other technical changes in accordance with business requirements and technical solutions. Requirements and technical solutions will be supported by DVLA Business Analysts and Technical Architects. Skills & Experience • Provide evidence of development in CA GEN in a UNIX Environment, demonstrating a minimum of 10 years' experience. • Provide evidence and experience of using SQL with an Oracle (or equivalent) database, demonstrating a minimum of 10 years' experience. • Provide evidence of using Oracle's PL/SQL demonstrating a minimum of 3 years' experience. • Provide evidence of UNIX Shell scripting, demonstrating a minimum of 5 years' experience. • Provide evidence of batch scheduling in a UNIX environment demonstrating a minimum of 5 years’ experience. Nice to Haves Provide evidence of GEN development specifically on an AIX (IBM) platform demonstrating a minimum of 2 years’ experience. Work Location DVLA, Morriston Campus, Longview Road, Morriston, Swansea, SA6 7JL Working Arrangments The nature of the work dictates the location. Access to the necessary tooling is only available onsite. A standard working week/hours is to be managed by the Supplier as they see as appropriate. Security Clearance BPSS clearance is required, if SC clearance is required through the duration of the contract the DVLA will sponsor. Additional T&Cs We currently see this role as sitting outside of IR35 as the candidate would not hold a fixed office position, and will not have direct day to day direction or supervision. Whilst the option to interview prospective candidates has been selected as a potential assessment method, there is no guarantee at this stage that interviews will be conducted as part of the procurement exercise. 2. Please can you provide some additional information regarding timescales, specifically when do you anticipate that shortlisting will take place, when do you plan for interviews to be held and when are you looking to award contracts? The shortlisting exercise will be conducted two weeks from the date that the DOS advert was published. Contract award is planned to take place in line with the latest start date published within the advert. 3. Please can you confirm if there is an incumbent? DVLA can confirm that there is a current incumbent supplier. 4. One of my candidates has asked whether CA GEN (formerly known as coolgen) is the development tool used to build code/logic. It can be used in different environment e.g. mainframes, UNIX etc. I have experience using the CA GEN tool, but I have used it in mainframe environment, not UNIX. Will you consider candidates that have used mainframe environment instead of UNIX? Candidates will need to meet the essential criteria in the published advert which include, provision of evidence of development in CA GEN in a UNIX environment. 5. Can the Authority confirm if an incumbent is currently occupying this role, and whether they will be invited to re-apply via DOS? Please would you advise who will be evaluating at this stage of the opportunity? The evaluation panel will be comprised of DVLA staff within the IT Directorate. 7. Is this rate exclusive of VAT, or inclusive of VAT? The maximum day rate stated within the requirement is exclusive of VAT. 8. Can we please find out how flexible DVLA are on budget? Would you consider increasing the budget? The day rate published in the DOS advert is the maximum approved rate that will be considered.
