Tender description

Why the Work is Being Done Following the merger of the Home Office (HO) Digital and Home Office Technology (DDaT) functions, the Home Office Digital, Data and Technology Directorate has a need to implement a new organisation structure and operating model to ensure that technology enabled change across HO is funded, governed, and delivered in an open and transparent manner which delivers value for money outcomes for HODDaT stakeholders. The Strategic Operating Model (SOM) needs to enable the efficient delivery and maintenance of robust enterprise wide capability and to continuously improve the provision and sustainment of our customer focussed applications, utilising a “digital by default” approach. Problem to Be Solved A programme delivery partner is being sought to work with the programme team to commission, assure and support the delivery of our objectives and targets. The three key objectives are to; 1. Improve value for money; 2. Ensure effective delivery of customer needs; and 3. Improve organisational effectiveness of DDaT. Who Are the Users All staff, stakeholders and service users require capable, efficient and value for money services. Early Market Engagement Work Already Done The pre-programme team has engaged with stakeholders and key influencers, internal and external to DDaT, to conduct analysis around problems and areas for improvement and the overarching approach to resolving and implementing the future operating model. Approval was gained in January 2019 to initiate a formal programme to implement the Strategic Operating Model. Existing Team The central Programme Team organisation will consist of 10 roles with additional supporting corporate services specialists e.g. HR, Finance, Commercial. The team will predominately be civil servants. Current Phase Not applicable Work Location Lunar House, Croydon with some travel to the HQ in 2 Marsham Street, London SW1P 4DF. Working Arrangments On site to fully collaborate with the programme. Security Clearance All resources must have or be willing to undertake, and capable of achieving, security clearance to a minimum of CTC level. Additional T&Cs Travel expenses are payable for journeys outside the M25, where approved in advance by the customer and in line with HO Travel policy (subsistence is not payable). Skills & Experience Experience implementing organisation design for a central government department or similarly complex organisation Experience in supporting the delivery of multi-workstream programmes through the provisions of project analysis and insight Experience in facilitating design / delivery outcomes in a complex organisational structure Excellent communications skills with enhanced listening techniques Experience working in a complex stakeholder environment with senior leaders, responding to challenge Nice to Haves No. of Suppliers to Evaluate 3 Proposal Criteria Approach and methodology Capability (organisation and team) Mobilisation How they’ve identified risks and dependencies and offered approaches to manage them Cultural Fit Criteria Provide knowledge transfer and share best practice and guidance Work collaboratively and as an integrated team Support continuous improvement of the programme management activities and requirement to deliver at pace and to high quality Conduct work in accordance to Civil Service Standards Value diversity of thought, actions and behaviours Payment Approach Capped time and materials Assessment Method Written proposal Work history Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range our expectation is that the supplier team will be 6 to 8 people.
