Tender description
For the avoidance of doubt this is not a call for competition, this is to initiate market engagement and soft market testing, volumes and values are indicative. SCC is seeking responses from the independent marketplace about their capacity and resources to provide residential accommodation for adults with a primary diagnosis of a learning disability, in and directly around: 1) Lichfield City Centre (indicative postcode: WS13 6HS) for 18 (minimum) adults aged approx. 45 – 87 years old; 2) Staffordshire Moorlands (indicative postcode: ST13 6HQ) for 8 (minimum) adults aged approx. 46 – 68 years old. In addition, some residents may; display behaviours that challenge, have limited or no verbal communication, have other physical health, mobility, frailty, ageing issues including risk of fall and dementia. With requirements for: support to transfer, aids and adaptations, such as hoists. Accommodation requirements should include the following and SCC are happy to explore existing provisions, the expansion/refurbishment of existing facilities or a new development: — location in the city/town centre area, with access to local facilities, resources, groups, leisure facilities and public transport. Enabling residents to maintain family/friend relationships, whilst building genuine community presence; — single level access property – suitable for residents who use mobility aids (including wheelchairs and walking frames), — accommodating individuals together located on the same site, ideally, Lichfield 3 x 6 bed units; Staffordshire Moorlands 8 bed unit. Single units of accommodation or a number of smaller interconnected accommodations would also be considered; — the provision of level access shower facilities, standard bathing facilities and specialist bathing facilities i.e. Arjo Bath (subject to OT assessment). En-suite facilities are desirable, however not essential, — multiple communal areas to enable residents to socialise and have quiet time/space (away from bedrooms and other residents). A sensory area/space is desirable, — secure garden area, — provision for resident and visitor parking of vehicles, — be suitable to accommodate a range of assistive technology, aids and adaptations – including hoists and grab rails. Services, support and staffing expectations include: — staff trained and qualified (as appropriate) in supporting adults with a learning disability and associated needs listed above, — outcome focussed through the delivery of high quality personalised care and support, — creative, innovative and solution focused – including exploration of transport options, use of assistive technology and partnership working with professionals and the community, — a number of existing staff members may TUPE from the current provision, — the provision of a minimum 2 waking night staff members in the first instance (subject to the size and layout of the property). The current reference rates for the purchase of Residential Care for adults with a Learning Disability is 834 GBP — 1 212 GBP per week per resident.
