The Contracting Authority is issuing this Prior Information Notice (PIN) to alert the market to a tender opportunity commencing in late May 2019. Therefore once the contract notice is published in OJEU and on contracts finder, you will need to express your interest and complete an online submission at www.wolverhamptontenders.com The overarching aim of the service is to provide an effective accommodation-based support and outreach support service which meets the identified needs of service users in order to prevent homelessness and support them to be successful and establish and maintain (greater levels of) independence. The services to be provided is supported accommodation and outreach service for care leavers, young families and young people. The overarching aim of the service is to provide an effective accommodation-based support and outreach support service which meets the identified needs of service users in order to prevent homelessness and support them to be successful and establish and maintain (greater levels of) independence. The client group consists of care leavers, young families and young people aged 16-25 years with varying levels of need. We anticipate that this tender will be divided into lots. The City of Wolverhampton Council (CWC) will be looking for organisations with a successful track record of providing effective accommodation-based support and outreach support services which meets the identified needs of these client groups. A fundamental part of service delivery is the provision of a range of suitable, safe and affordable accommodation across the city. It is envisaged that there will a requirement to secure a minimum of 70 units of accommodation for exclusive use by the identified client group in addition to 2 direct access emergency accommodation units. The young families’ accommodation necessitates the need for 19 self-contained one-bedroomed flats. In terms of the remaining 51 units of accommodation, the provision of one-bedroomed self-contained flats would be favoured by CWC. However, the use of block accommodation with shared facilities will be considered but there must be no more than 5 units in a block. A combination of both types of accommodation would be acceptable. To optimise the potential success of service users, the following accommodation requirements are desirable: — smaller units of accommodation (3-5 beds maximum) which include communal spaces for service users to socialise and to hold events/sessions, training, etc., — a high standard of décor with some outdoor space, — enabling service users to live with their pets and partners where appropriate. The locations of accommodation will be accessible and near to transport links. It should be located in safe safe neighbourhoods that will contribute to the wellbeing and progress of service users. All accommodation will comply with The Rent With Confidence, Disability Discrimination Act 2005 (DAA Compliant), Decent Homes Standards or equivalent.
