Why the Work is Being Done MOD is currently in the process of transforming it's IT and telephony estates. In order to effectively manage this transformation, project support activities are required. Current tasks will be begin in early July 19, and will complete within 12 months Problem to Be Solved Programme Governance for NSOIT(Base), including continuous improvement and provision of Management Information. Development and delivery of governance for Windows 10 and tech Refresh for Official and Secret domains Continuous improvement of project financial management approach Risk Management Establish a Window 10 Tech Refresh project for user base of @ 200,000. Development and delivery of techncial strategies, processes and plans to set, direct and support change in a manner that improves network performance and security assurance. Provision of Management Information to support the negotiation process for extension of the NSOIT Base contract. Who Are the Users For the tasks required, the 'users' are the project team and our stakeholders. They need to be assured that the project is being governed and run correctly . There is also a need to ensure that the project is accurately represented in Information notes and project documentation and that technical requirements are correctly researched and framed to ensure ongoing improvements oin performance. Early Market Engagement None Work Already Done Many items have been started or are in the delivery phase and as such, the tasks are about refinement, further development, and meticulous operation to ensure MOD obligations are met. Existing Team Supplier will be working with an exisiting Civil Service team, some of which will be supporting the supplier in their deliverables Current Phase Live Work Location MOD Corsham, Westwells Road, Wiltshire, SN13 9NR. Some travel will be required within the UK Working Arrangments Team will be required to work on site full time (some flex for ad hoc home working at MOD discretion) due to the level of engagement with Corsham based staff. Expectiation is part of team engage in July followed by an additional techncial resource in late August/Early Sept. It is required that the team put forward remain in place for the duration of the contact, unless notified at the bid stage with named replacements. It is accepted that circumstance can arise during the contract but these must be wholy unpredictable. Security Clearance SC minimum, with at least 2 full time membesr holding DV, one of which must be the techncial resource. Additional T&Cs All visits/travel to be pre approved by MOD Project. Travel and Subsistence will be calculated in accordance with MOD rules (i.e. Contractors will be treated as if they were Civil Servants for T&S purposes) Skills & Experience (10%) Experience of supporting delivery in a large scale IT project (100,000+ users) (10%) Experience of working in MOD, with a good understanding of ISS and wider business practices (10%)Understanding of MOD Approvals processes (10%)A firm understanding of O365 environment in a large corporate deployment (10%)Good understanding of the MOD estate and the differences between Official and Secret environments (10%)Understanding of MOD Finance and accounting approaches (10%) Firm understanding of IT governance approach withinMOD (10%) Excellent understanding of Networking, network analysis and network protocol and how they relate to the MODenvironment and in particular O365 (10%) DV Clearance for elements of team, SC clearance for remainder Nice to Haves (5%) Experience of working within a team and ability to work with other contractors (5%) Experience of providing knowledge transfer and sharing skills and knowledge No. of Suppliers to Evaluate 5 Proposal Criteria (40%) Solution and approach to the task set out above (15%) Suggested plan of action/milestones for delivery (15%) Value added activities which further improve delivery confidence (10%) Team roles and structure (10%) Risks identified with approach suggested and the solution to manage those risks (10%) Capacity to be flexible with requirement and ability to quickly draw on/sourceother skill sets as required Cultural Fit Criteria (25%) Ability to work in a defence IT environment, understanding the challenges and approaches to delivery (25%) Work as a team with civil servants and other suppliers alike (25%) Transparent and collaborative when making decisions (25%) Able to work with senior staff, delivering bad news when required but respecting seniority Payment Approach Fixed price Assessment Method Written proposal Work history Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers Budget range £650-750k (inc vat)
