Transport for London (TfL) is notifying companies of the future tender opportunity for the supply of bespoke manufactured components, which is due to be posted and run through an OJEU tender process. This is projected to start by the end of May/June 2019. The scope of this tender is in relation to the manufacture of components to drawings and associated standards (metal and/or other materials), provided by TfL, which will be utilised within assemblies for various asset maintenance areas. The tender involves various industrial processes such as: general machining, precision machining, metal fabrication and assembly and sheet metal. There is potential for the requirement of development of components plus an additional inclusion of repair and/or overhaul services. Items included in the scope are bespoke as they are made using TfL drawings/technical specifications; no item is off the shelf (consumable). TfL's intention is to award a multi vendor framework made up of 5–10 suppliers who after an initial award, will have the opportunity to increase the scope of their award via mini competitions run during the framework. This framework would need to support a large number of components with relatively low annual volume per component compared to other industries. Most of the orders (up to 85 %) will be for low quantities of less than 100 units per order. Stock holding options with suppliers are an important requirement of this framework. The assurance of components is judged by TfL to be a key area for this procurement as a large portion of the components are currently designated as Safety Critical. This PIN is issued solely for the purposes of providing early information to the market — details of the initial items to be tendered will be provided as part of the tender documentation. No information contained in this document constitutes any commitment by TfL, LUL or any other member of the TfL group or any of its or their stakeholders to undertake any procurement exercise in the future. This PIN does not constitute a call for competition to procure any services, supplies or works for TfL and TfL is not bound to accept any proposal(s) offered. TfL is not liable for any costs, fees or expenses incurred by any party at this stage or any subsequent tender stages. Any possible future procurement of any services, supplies or works by TfL will be carried out strictly in accordance with the provisions of the applicable Utilities Contracts Regulations. Direct or indirect canvassing of any employee or agent of TfL, LUL, or any TfL group company by any company concerning this requirement, or any attempt to procure information from any such employee or agent concerning this PIN outside of the formal process described in this document may result in the disqualification of the company from consideration of any future procurement activity. TfL will be using Pro-Contract as an e-tendering tool for this opportunity therefore if you would like to participate we would ask that you ensure you have registered your organisation onto the portal in order to express an interest in this opportunity.
