Tender description
ESCC is seeking to procure a multi-provider framework agreement for the provision of supported accommodation and accommodation-related support services for care leavers (aged 16–25) and vulnerable young homeless people (aged 16–17) primarily in East Sussex. It is anticipated that the framework will commence on 1.8.2019 for an initial period of four (4) years, with an option to extend for a further period of two (2) years. The framework shall be open for use by the Council’s partners Brighton and Hove City Council and Surrey County Council. The overall aims of the Framework are to: Reduce and prevent homelessness; Keep vulnerable young people safe from harm; Build resilience for independent living; Increase participation in education, training and employment; Improve health and well-being; Reduce re-offending; Make best use of resources; and Prevent more costly interventions. Provision of high intensive supported accommodation services for care leavers aged 16–25 and young homeless people aged 16–17 in East Sussex who have complex multiple needs, who are assessed as being high risk and require therapeutic and intensive levels of support before moving on to less intensive supported accommodation as part of a planned pathway toward independent living. Provision of moderate intensive shared living accommodation and support services for care leavers aged 16–25 and young homeless people aged 16–17 in East Sussex to equip them with the necessary skills to transition to independent living. Training placements will provide an opportunity to experience independent living for a short period whilst being able to return to their supported accommodation. Supported Move On accommodation will provide the opportunity to live independently before a planned move to a tenancy in the private or social rental sector. Provision of high to moderate intensive placement support for care leavers aged 16–25 and young homeless people aged 16–17 in East Sussex who are living independently in the private or social rental sectors and require one to one support, outside of standard business hours, to succeed in education, training and employment, health and well-being and managing and in sustaining their private or social rental sector tenancy.
