Tender description
Thanet District Council is seeking to select an In Cab collection management software and hardware solution which will integrate with the council's Local Land & Property Gazetteer (LLPG). The solution must feedback in real time to provide live reporting on collection outputs, GPS / vehicle location and a communication portal to interact with crews out on their collection rounds and provide live vehicle position monitoring, ability to close down worksheets in cab with live updates back at the service desks. Wall mounted monitors will be required within the operations rooms for live constant vision of routes and locations of vehicles and collection round completion information. It is our intention for the system to contribute towards a reduction in reported missed bins and the resulting recalls, a reduction in road traffic accidents and lower fuel costs. Full requirements are contained within the Invitation to Tender (ITT) documentation. The procurement process will be undertaken on the basis of an open tender. All tenders will be accepted subject to the tenderer providing suitable responses to grounds for Mandatory and Discretionary Rejection and that the minimum standards are met as set out in the Invitation to Tender document. Evaluation will be on the basis of criteria as set out in the Invitation to Tender document. The form of contract will be a one off hardware purchase with ongoing maintenance and software licensing. IMPORTANT INFORMATION: Suppliers should in first instance register themselves on the Kent Business Portal by following registration instructions. All procurement documents are attached to the notice and available for suppliers to download from the Kent Business Portal (www.kentbusinessportal.org.uk) and complete according to instructions contained. Any clarifications or questions must be submitted via the discussions area of the Kent Business Portal by no later than 14.00 hrs Monday 22nd April 2019. Completed tender documents must be submitted electronically via the Kent Business Portal by no later than 14.00 hrs on Monday 29th April 2019. Demonstrations for qualifying bidders (qualifying criteria indicated in the ITT documentation) to be scheduled between 28th - 31st May 2019.
