Tender description

London Luton Airport Ltd (LLAL) is the owner of London Luton Airport and is a wholly owned subsidiary of Luton Borough Council. In 1998 LLAL granted a concession to an unrelated company, London Luton Airport Operations Ltd, to operate the airport on its behalf until 2031. LLAL continues to own the land, buildings and infrastructure at the airport and to acquire suitable properties adjacent to, or near the airport where these are of strategic value to the airport's operations. LLAL is planning to procure the development and operation of a new build hotel as part of the Bartlett Square Development, Luton. The purpose of this notice is to inform the market about a bidder information day taking place on 23.5.2019 where LLAL will provide further information about the opportunity and consult with the market on its proposed approach. Please see Sections II.2.4) and II.2.14) for additional information. LLAL is planning to procure the development and operation of a new build hotel as part of the Bartlett Square Development, Luton. The hotel will form a key component of the overall development at Bartlett Square that will include 2 office buildings of 7 830 m2 and 17 000 m2, a 836 space multi-storey car park, together with associated courtyards and public realm works. Bartlett Square is in close proximity both to Luton Airport Parkway railway station (with train journeys taking 23 minutes to and from Central London) and the new DART Station (currently under construction) which will provide a direct rail-to-terminal link from Luton Airport Parkway railway station to the Luton Airport terminal (a 5 minute journey), due to open in 2021. At present it is proposed that the hotel will have a gross external area of 8 926 m2 and be a mid-range to upscale hotel with circa. 196 bedrooms and approximately 180 car parking spaces. LLAL obtained detailed planning permission for a hotel with 189 bedrooms in December 2018 (subject to discharge of Section 106 planning obligations). Interested parties should refer to LBC Planning Portal ref No 18/00271/EIA, received by Luton Borough Council on 21.2.2018, for further details and drawings (https://planning.luton.gov.uk/online-applications/). LLAL is currently seeking the adjustment of the consent of this scheme to 196 bedrooms. LLAL intends for the hotel to be ready to open following completion of the rail-to-terminal link. LLAL is still developing its approach to the appointment of the developer and operator of the hotel. It is possible that this could involve the award of a long leasehold interest to the successful bidder with a concession to operate the hotel once built. However, the precise approach will be determined following discussion with the market. LLAL invites any parties who may be interested in this opportunity to participate in a bidder Information Day, which will be held in Luton, UK on 23.5.2019. Capita Real Estate and Infrastructure Ltd (Capita) is running this project on behalf of LLAL as its advisor. Any party interested in attending the bidder information day must inform Capita using the contact details provided in Section 1.3 above no later than 15:00 (British Summer Time) on 13.5.2019. Each participating firm is limited to a maximum of 4 attendees and the names and titles of the attendees must be included with your notification of interest. The venue address and agenda will be confirmed directly with participants who register an interest. This notice is for information about the bidder information day only. Its publication does not oblige LLAL to commence a competitive process. It should not be considered determinative of LLAL's status under the public procurement rules or the public procurement regime which may apply to any competitive tender procedure in respect of the Bartlett Square hotel which LLAL decides to run. LLAL will determine the applicable procurement law regime for any such procedure once the full scope and approach to the procurement is known, including whether the arrangements will result in the award of a concession contract for the purposes of Directive 2014/23 and the Concession Contracts Regulations 2016.
