Tender description
Why the Work is Being Done To enable the implementation of a comprehensive resource deployment and training strategy within the Home Office Digital Data and Technology (DDaT) Directorate. Problem to Be Solved Current data sources are inconsistent and/ or incomplete. A single holistic database is required to underpin resource decisions and training investments over an extended multi year period. Who Are the Users Users are skills workforce planning team, enabling them to properly support decisions to be made by leadership team(s). Early Market Engagement Not applicable. Work Already Done A high level project charter has been created which provides clarity of requirement and direction. Existing Team Not applicable. Current Phase Discovery Work Location Work will be carried out from a Home Office location primarily in Croydon and may also require work to be carried out in central London. Working Arrangments Normal office hours. Security Clearance All professional resources must have a minimum of CTC level security clearance prior to starting work. Staff not in current possession of CTC security clearance must be willing to undergo CTC security clearance if requested. Additional T&Cs • Statements of work will be agreed periodically with the supplier on a fixed price, capped, or T&M basis with agreed deliverables. • The Home Office will use the standard DOS 3 contract terms. Skills & Experience • Experience of designing and developing a comprehensive resource/ skills database Nice to Haves Previous use of the OrgVue tool Familiarity with public sector DDaT organisations No. of Suppliers to Evaluate 3 Proposal Criteria Team members and experience Robust methodology to develop a comprehensive resource / skills database Approach to ensuring value for money is achieved Cultural Fit Criteria Able to work in collegiate fashion with cross functional teams Strong willingness to transfer skills to civil service team Payment Approach Fixed price Assessment Method Written proposal Reference Presentation Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers Budget range
