The Client is Wolverhampton City Council trading as the City of Wolverhampton Council (CWC), delivering new council housing developments on 3 sites in Wolverhampton. This is a high profile activity for CWC and the selection of appropriate partners is critical to its success. The delivery of good quality, cost effective housing is key to achieving the client’s aspirations. The client intends to proceed with residential development at these 3 sites, for which architectural and other design services are required to progress the schemes to full planning consent. It is a requirement that the architect and design team produce designs and drawings to meet and achieve full certification to Passivhaus “Classic” standard. The architect must be able to offer practical design advice based on their experience gained from working in this market. The Client is City of Wolverhampton Council (CWC), delivering new council housing developments on 3 sites in Wolverhampton. This is a high profile activity for CWC and the selection of appropriate partners is critical to its success. Delivery of good quality, cost effective housing is key to achieving the client’s aspirations. The client intends to bring forward 3 sites for residential development for which architectural and other design services (see below) will be required to progress the schemes to full planning consent. It is a requirement that the architect and design team produce designs and drawings to meet Passivhaus “Classic” standard. The architect must able to offer practical design advice based on their experience gained from working in this market. The design team must utilise the Council specification (and the associated RDS) and meet the requirements defined in the brief document, construction specification and design criteria for New Council Passivhaus Dwellings 2018, referred to below as “the Specification”. This must be fully costed for and form part of the tender price. It is proposed that the new housing will all be for affordable rent properties. The architect and design team will need to be able to demonstrate their relevant experience of delivering a range of residential accommodation for social housing providers across small infill areas of land and small sites. Contractor procurement is to be undertaken using 2-stage traditional competitive tendering, with full continuity of the design team for RIBA Stages 0-7. This will allow early appointment of a contractor/construction partner at RIBA Stage 3/4A to give the opportunity for contractor input on “buildability”, cost control, risk control, managing Passivhaus issues, lead-ins, improved programme etc, while maintaining client control of the design to ensure Passivhaus, award-winning design quality and other client requirements are safeguarded effectively. The architect will be the lead organisation and their wider team of sub-consultants will include the following disciplines: (a) architect, lead designer, project lead, and contract administrator; (b) principal designer for the purposes of the CDM regulations, undertaking statutory responsibilities for RIBA Stages 0-6; (c) M&E Engineer; (d) PHPP Passivhaus designer (preferably carried out by the architect or the M&E engineer); (e) Passivhaus Certifier Consultant including all Passivhaus Institute fees; (f) structural/civil engineer, including below-ground drainage, flood-risk assessment and highway design; (g) quantity surveyor; (h) landscape design for public realm areas of the site to adoptable standard; (i) design, supporting information and other documents to satisfy Wolverhampton Council Black Country Air Quality Supplementary Planning Document (SPD) October 2016; (j) design, supporting information and other documents to meet standard Wolverhampton planning requirements which can reasonably be foreseen, such as on-site renewables, Air Quality (see item g above), other Wolverhampton Supplementary Planning and similar documents, other requirements defined in the Specification document, etc.; (k) any other acoustic, fire, access, Passivhaus PHPP, thermal bridge analysis or other technical advice the team may require to achieve full building control design and construction stage approval.
