Tender description
Kingston Upon Hull City Council is seeking suitable qualified providers to deliver a 5-year contract for smoking cessation services with a possible one year extension. Hull City Council is conducting the procurement using the Competitive Procedure with Negotiation (CPN) under the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the specification (services) .The services are broken down into 2 lots: — Lot 1: Specialist Stop Smoking Services, — Lot 2: Marketing and Communications. The anticipated service commencement date is 1.10.2019 TUPE will apply. Kingston Upon Hull City Council is seeking suitable qualified providers to deliver a 5-year contract for smoking cessation services with a possible 1 year extension. Hull City Council is conducting the procurement using the Competitive Procedure with Negotiation (CPN) under the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the specification (services). The services are broken down into 2 lots. — Lot 1: Specialist Stop Smoking Services. The provider shall ensure the specialist smoke free service establishes an effective and visible profile both to clients and professionals to support increased awareness and uptake of local smoke free services. The provider shall promote the service effectively using the most appropriate means of communication. This will differ depending on the target audience and the setting but the intention shall be to raise the profile of smoke free services and ensure that clients access appropriate services in a timely way. Local community based events such as market stands will be organised where they support a call to specific action e.g. recruitment into the service during no smoking day. Where the provider is leading or involved in events there shall be clear objectives around what they are setting out to achieve and an evaluation of the impact of their involvement. The provider shall provide support and expert advice, disseminate good practice and develop and facilitate excellent communication systems with other professional groups delivering smoke free services such as GPs, pharmacists and midwives. The provider shall ensure that branding of the specialist smoke free service is agreed with NYCC prior to the commencement of the service. The provider may use the smoke free brand providing its use is in accordance with the branding guidelines.22 The Lot 2: Marketing and Communications. The aim of this lot is to run city wide marketing campaigns to promote quitting and support people to quit using the right method for them. Localised materials shall be produced if this is based on a needs analysis and a social marketing approach to their development shall be evident with the aim of de-normalising tobacco use within local communities as a key component of action to reduce smoking prevalence. Where possible, any local communications activity shall be integrated with regional and national campaigns to enhance effectiveness and avoid duplication, the Provider will also work closely with the Authority, Public Health and Hull CCG Communications Team. The provider shall ensure that nationally produced materials are utilised. The provider will then be required to produce an annual service marketing plan for discussion and approval by Hull City Council at the contract management review meetings.
