SINGLE PARTY FRAMEWORK FOR THE PROVISION OF OUTSIDE BROADCAST, CLOSE CIRCUIT AND P.A. CONSULTANCY SERVICES TO HORSE RACING IRELAND

Tender description

Horse Racing Ireland (HRI) was established by the Irish Government under the Horse and Greyhound Racing Act 2001 and the Irish Horseracing Industry Act 1994. It is a commercial semi-state body that is responsible for the administration, promotion and development of Horse Racing in Ireland. HRI subsidiaries include Irish Thoroughbred Marketing Ltd (ITM), Tote Ireland Ltd and HRI Racecourse Division consisting of Leopardstown Racecourse, Fairyhouse Racecourse, Navan Racecourse, Tipperary Racecourse and Leopardstown Golf Centre. The Contracting Authority is employing the open procedure to award this single party framework agreement. In accordance with the provisions governing the conduct of the open procedure, any interested economic operator may tender for appointment as the successful tenderer. Horse Racing Ireland and the Association of Irish Racecourses (AIR) are currently looking for a technical resource to assist in the design, evaluation and award process in relation to the public procurement Tender for Outside Broadcast (terrestrial & satellite), Integrity Cameras and Close Circuit facilities across all Irish Racecourses. The areas listed in the attached Invitation to Tender document are some of the key functions required in the day to day operation of these facilities. This is a mobile solution that moves from racecourse to racecourse so a basic understanding in logistics and operations would be beneficial. Similarly an understanding of the latest technology and future developments within this area would be beneficial. HRI and AIR provide live broadcast at all race-meetings (356) across all 26 racecourses. This facility will provide broadcast pictures to Satellite (all race meetings) and Terrestrial (min 26 days) operators. An understanding of digital and satellite transmissions / operations is also of benefit. A CCTV broadcast is provided at each track along with PA and Integrity services.
