Summary of the work Migration and upgrade of Police National Systems from a traditional on-premise datacentre to Amazon Web Services. Expected Contract Length 1 Year. Individual SoWs will be agreed for specific periods and requirements as they arise. Latest start date Monday 1 October 2018 Why the Work is Being Done The Police Open Systems currently reside in a traditional datacentre and provide extended capability to police forces on top of the services provided by the Police National Computer (PNC). The software and infrastructure on which these systems reside is not of a satisfactory status or versioning, and as such there is a desire to migrate these systems to Amazon Web Services. Problem to Be Solved A Partner is required to support the programme team providing the following services: 1) Design of new AWS architecture to support existing Police Systems, inclusive of all Storage, Network and Compute elements; 2) Support Accreditation of architecture in step 1; 3) Transition of live services to new AWS tenancy upon successful authority to operate; 4) Support UAT and Go Live activities; 5) A highly skilled team, supported by a wider organisation that shares best practice, and works together with Home Office to achieve the outcomes. Who Are the Users Police & Law Enforcement Agencies. Work Already Done Many internal discovery exercises have taken place already. There is an in-depth knowledge of the current systems and configuration within the existing project team. An existing Home Office AWS Subscription is in place and will be used for this solution. Existing Team The existing team is made up of a Programme Manager, a Project Manager, an Enterprise Architect and a Technical Architect. Current Phase Discovery Skills & Experience • Provide demonstrable experience of leading and owning delivery, as opposed to assuring (1%). • Able to provide resources with 5 years’ relevant experience and deep technical expertise (1%). • Provide demonstrable experience of technical governance within projects delivered to the GDS service standards and production of appropriate artefacts as projects move through discovery/alpha/beta and into live service (1%). • Demonstrable evidence of working with Oracle Databases (Version 10 – Latest) within the last twelve months (2%). • Demonstrable evidence of working with Oracle Licensing within the last twelve months (2%). • Demonstrable evidence of working with Java EJB’s (Version 1.6 – Latest) within the last twelve months (2%). • Demonstrable evidence of working with WebLogic Server (Version 10 – Latest) within the last twelve months (2%). • Demonstrable evidence of working with RHEL (Version 5 – Latest) within the last twelve months (2%). • Demonstrable evidence of working with IDAM Solutions within the last twelve months (1%). • Demonstrable evidence of working with AWS IaaS, PaaS and SaaS offerings within the last twelve months (2%). • Demonstrable evidence of working with Secure networks, including PSN for Policing within the last twelve months (1%). Nice to Haves • Demonstrate experience of working successfully in complex public sector or critical national infrastructure. • Demonstrate success in the delivery of core infrastructure and/or distributed IT systems/programmes within the last 12 months. • Demonstrate experience of transitioning infrastructure services. • Proven track record of in a multi-supplier environment of bringing organisations together to deliver a shared objective. Work Location Work will take place in Croydon and Hendon. Working Arrangments General office working hours, core 10-4, Monday – Friday. Expenses will conform to HO internal policies and will not be payable within the M25. Subsistence will not be payable. Security Clearance All staff engaged on the Programme must be security cleared (or be willing to be cleared) to SC level (required) along with NPPV3 Police Clearance (Desired). Could you please confirm if you will need the supplier to run the PPPT architecture, or if this is just to run the system migration? The supplier will be required to provision and manage the AWS architecture (using the Home Office AWS subscription) during migration. The supplier will also manage the AWS architecture during the handover of live services to permanent Home Office resources. 2. Can you indicate what the budget range is please? No. 3. Do you have a view on what you expect the team size and structure to be, at this stage? We would envisage the team size required to be 3 – 5 people across a range of architecture, development and security skillsets. 4. Is there an incumbent? No. 5. Would you be open to a service for the creation and operation of an AWS landing zone, and subsequently a service to migrate workloads into that landing zone and operate them thereafter? We believe this to be a more cost effective way of delivering a secure, repeatable service to our customers. We have no preference with regards to the method in which the supplier choses to facilitate the transformation above and beyond those highlighted in the requirements. We will support any option so long as the services are migrated, within the aforementioned timescales, to a secure, supportable and accreditable state. 6. Could you please confirm which systems are in scope of the migration? There are 4 Oracle Police Databases in scope of the Migration. 7. Does the existing Home Office AWS subscription which shall be used contain core services that can be utilised such as Directory Services, Anti-Virus, Backup & Recovery, and Protective Monitoring? Or is there an expectation that these will be implemented as part of the migration? Where they have already been implemented has the environment been accredited and if so to what level of classification? This element of the programme will not be part of the DOS procurement. 8. How many systems are in scope for the migration? Are they all x86 architecture? There are 4 systems in scope of migration and they are Oracle Databases. 9. Beyond the migration to AWS, are any other services such as application transformation and upgrades to application components in scope? The application transformation and upgrade will be managed by the existing team with the support of the supplier where required. 10. Is there an expectation that test services will be provided by the supplier? Testing will be completed by the existing team with support from the supplier.
