Tender description

Provision of expert technical advice and assessment of evidence through expert review of pre-application and application materials provided in support of the Development Consent Order (DCO) and Marine Licence Applications related to the proposed Bradwell B New Nuclear Build (NNB). It is critical the advice received is consistent and timely through the consenting and licensing application process for Bradwell B, therefore the services will be provided under a Call-off Contract with a single supplier. Time available for advice is largely determined by MMO legal obligations under the consenting process. Advice will generally be required within 14 days; however this may vary depending on the nature of documents for review. The Marine Management Organisation wish to procure the services of a Contractor to provide expert technical advice assessment of evidence through expert review of pre-application and application materials provided in support of the Development Consent Order and Marine Licence Applications related to the proposed Bradwell B New Nuclear Build. The Bradwell B development is a new nuclear power station proposed for construction near Bradwell-on-Sea in Maldon, Essex. It is proposed that Bradwell B will be developed with a third-generation pressurised water reactor called UK HPR1000. The MMO anticipate receiving a range of initial material in support of pre-application discussions; this may include but is not limited to technical option appraisal documents, draft impact assessments and both thermal and chemical modelling reports. In the longer term, some draft material to support consents may also be received such as draft Environmental Statement (ES) chapters, material to inform shadow Habitats Regulations Assessment (HRA) and accompanying technical documents. The technical expertise required will be specific to the needs of the proposed development and proposed location of the development. Expertise may be required in aspects of coastal processes, marine biology and ecology, marine chemistry and water quality. Expertise may also be required in some aspects of fisheries/shellfisheries, marine ornithology and navigation relevant to the proposed nuclear development. The services will be provided under a call-off contract based on a schedule of rates with 1 contractor. It is intended that any contract awarded under this tender will last for three (3) years and six (6) months with an option to extend for a further six (6) months.
