Summary of the work Queen’s University Belfast is seeking a specialist to provide client side support to assist the Northern Ireland Biobank (NIB) with the procurement and deployment of a new Laboratory Information Management System (LIMS). Specialist role Product manager Expected Contract Length 2 years Latest start date Monday 1 April 2019 Maximum Day Rate £500 per day maximum Who Speclialist Work With The specialist will work with staff from the Northern Ireland Biobank, the existing IMS vendor and the eventual new LIMS vendor. What Specialists Work On The specialist must be independent of the Laboratory Information Management System (LIMS) vendor and will work collaboratively with the Northern Ireland Biobank (NIB) team, providing expert support and advice during all phases of the project. They will need to support the NIB team with the following: 1) Project organisation and planning 2) Vendor selection 3) Development of user stories and in-house documentation for the new LIMS 4) Deployment of new LIMS 5) Data migration between existing LIMS and new LIMS 5) Validation of the new LIMS system Skills & Experience • Have demonstrable experience of using MS SQL Databases • Have demonstrable experience of LIMS development and/or installation • Be an IT Specialist • Have experience of working at the tender development and evaluation stages of a procurement cycle • Have proven, demonstrable experience in delivery projects using the Agile or PRINCE2 project management methodology • Have proven ability to be adaptable when working and re-evaluating progress to achieve deadlines • Have excellent organisation, planning and communication skills • Have a track record of delivering projects on time within milestones Nice to Haves • Experience of working with biobank/tissue bank/biorepository LIMS • Knowledge of CAMP5 guidelines • Understanding of the Human Tissue Act (2004) Work Location Health Sciences Building, Queen's University Belfast Working Arrangments Close engagement with NIB as well the existing and future LIMS vendors to is mandatory. The specialist must be available to carry out services on site at Health Sciences Building, Queen’s University Belfast. Resourcing needs will be agreed on a rolling 3 month basis. It is estimated that the initial 3 months will require 40-60 man-days of effort, primarily on-site. No. of Specialists to Evaluate 5 Cultural Fit Criteria • Work collaboratively with staff from the Northern Ireland Biobank, the existing IMS Vendor and the chosen LIMS vendor • Take ownership of the project and take responsibility for timelines • Facilitate project participants with limited technical expertise • Communicate effectively with the team • Keep the Client's end goal in sight at all times Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers 1. Can the Authority confirm if an incumbent is in this role, and if they will be invited to apply via DOS ? There is no incumbent provider for consultancy support. 2. What level of seniority are you looking for the specialist to be? Consultants must have 3 years or more experience of a similar project with similar responsibilities. 3. Could you please confirm whether the role is inside or outside of IR35? On the basis that Queen’s requires the Consultant to arrange and pay for a suitable and acceptable substitute to work on this engagement in the event of absence, we believe that the intermediaries legislation does not apply to this engagement. 4. We have an excellent candidate interested in the position with the skills and experience required for the role and is willing to relocate for the position.There notice period is 6 Weeks. Please can you give an estimate on the timescales involved regarding the process i.e. evaluation of applications, interviews, award and start date? It is expected that the successful provider will be in place by March 2019 to commence preparation work on the tender documentation and associated consultations. 5. What is the minimum numbers of days work expected to be used over the course of the 2 year contract? It is expected that the minimum engagement period will consist of 40 days.
