Moray Council is seeking to gauge market interest in the possibility of engaging a design team to work with us to deliver phase one of the Bilbohall masterplan. Moray Council is seeking to gauge interest from the market to establish a multi-disciplinary team to prepare a design to detailed planning approval stage for up to 250 affordable houses and associated shared infrastructure within the Billbohall masterplan area in Elgin. In November 2018, Moray Council approved the Bilbohall Masterplan as Planning Supplementary Guidance. The project will consist of the design of all elements, including housing and infrastructure, required to obtain detailed planning consent for up to 250 affordable houses The infrastructure as set out in the Bilbohall Masterplan, which will include new primary road, improvements to road bridge over Aberdeen-Inverness rail line and a new active travel bridge, SUDS as required, off-site transportation improvements, neighbourhood and pocket park provision, structural landscape planting. It is expected that the key members of the multi-disciplinary team will provide architectural, civil engineering, landscape architect and transportation consultancy services.
