Tender description

The London Borough of Waltham Forest (“the Council”) will shortly be inviting offers for digital procurement solutions on behalf of London Borough of Waltham Forest and London Borough of Redbridge. The Council anticipates inviting offers for 2 lots: Lot 1: E-Sourcing/E-Tendering Solution, Lot 2: Standalone Dynamic Purchasing System (DPS) Solution (London Borough of Waltham Forest only). Further details provided in below sections. Important note: the Council is presently unclear whether the value of any contracts awarded in connection with any subsequent procurement exercise will be above the current EU threshold for supplies and services (181 302 GBP). The Council is therefore publishing this Prior Information Notice for advertising purposes only and reserves the right (where permitted by the Public Contracts Regulations 2015) not to publish a contract notice in the Official Journal to advertise any subsequent procurement exercise. Requirement for e-sourcing/e-tendering solution. However, the Council may also consider offers for solutions with additional capability, such as but not necessarily limited to project management/tracking, contract management, supplier management, supplier relationship management, spend analysis, contract register management, e-auction management, DPS management, and P2P. Requirement for Dynamic Purchasing System (DPS) management system only. Note that the Council will not be seeking offers for a general purpose e-sourcing solution in connection with this lot.
