Remove and dispose of the existing heating and hot water system. Design, source, supply and install an innovative energy efficient electric water filled heaters and hot water system to each flat controllable by vulnerable tenants, which provides adequate heat and hot water to the properties. Install heaters manually controllable by residents. The system cannot rely upon control via the internet. Install the electrics with only one meter per property paid by the resident direct and allowing an option for payment via key meters, direct debt etc. Increase the overall SAP rating for the properties and evidence this with before and after EPC’s on each flat type. Provide heating and hot water system with a full warranty and be fully BBA approved with a minimum 20-year design life. Attend/make a presentation and answer questions from tenants alongside Torus at consultation events with residents. Provide training on using the system for residents and Torus Employees. A key Torus objective is to facilitate a reduction in fuel consumption and therefore lower CO2 emissions in its homes. The focus of this project is to upgrade the electric heating and hot water system in an over 55’s block known as Portland Gardens, Liverpool. External wall insulation was installed in 2015 but the block is still heated by storage heaters and electric emersion heaters provides hot water. Portland Gardens comprises 36 one bed flats for residents over 55 years of age. There is no gas to the block and the flats are heated by outdated storage heaters. The residents pay a service charge to cover the costs of this space heating. Despite investment in external wall insulation for the block, tenants are still reporting high charges and their inability to control the storage heaters. The external wall insulation has been so effective in heating the block that many tenants find the property too warm, as they are unable to turn off or control their storage heaters they instead open the windows however, the current heaters are very old and have limited controls. To resolve these issues Torus would like to install innovative electric heating within the flats and potentially within the communal areas. Torus has trialled infrared heating panels however we will not be rolling out this technology. We have also trialled innovative water filled electric heaters and would like to progress with this option. Hot water is currently provided though an outdated water heater in individual flats and we have many complaints of low water pressure. About half the tenants have electric showers and the other half have baths with a shower over. Torus will require the contractor to source and install a hot water heater, which works in conjunction with/or alongside the proposed heating system and deals with the low water pressure. The proposed solution will need to ensure any risk of legionella is managed. “Point of use” electric heater (mains fed) and/or an unvented electrically heated cylinder would be preferred. The electrics at Portland Gardens are extremely complicated. There are 2 meters in each flat. The heating is on an Economy 7 meter powering storage heaters (on a time clock) and is paid for by residents via a Torus service charge. All other electricity in the property runs off another meter which is paid for by the customer direct. As part of the project we would like there to only be only one meter within the property, payable by the customer direct to their chosen energy supplier to promote energy consciousness and comply with the Heat Network (Metering and Billing) Regulations 2014. The meter must allow residents to pay via a “pay as you go” key, direct debit, etc. The retrofit for the future project is receiving up to 2 376 416 GBP of funding from the England European Regional Development Fund (ERDF) as part of the European Structural and Investment Funds Growth Programme 2014-2020. The Ministry of Housing, Communities and Local Government is the Managing Authority for ERDF. Established by the European Union, ERDF helps local areas stimulate their economic development by investing in projects, which will support innovation, businesses, create jobs and local community regenerations. Examples of the funding implications for the successful supplier; The contractor must deliver the project on time and according to the agreed programme as failure to do this may result in grant clawback. There are strict publicity requirements which ERDF projects are required to adhere. The contractor will be required to follow these guidelines to ensure there is no loss of grant. The contractor will provide detailed invoicing so that Torus can show how all financial expenditure relates back to individual properties (ERDF requirement). The installer must carry out before and after EPCs to evidence, improvement in SAP values as well as before and after photo is to confirm install. Estimate project value is between 172 973,00 GBP to 249 973,00 GBP.
