Why the Work is Being Done North Lanarkshire Council has the ambition to be a leading Scottish Local Authority. To deliver services to customers and businesses using modern platforms and technology, across a range of channels, to meet changing customer demand. The technology which underpins the change, service redesign and delivery for North Lanarkshire must be flexible, scalable, and able to evolve quickly to support new services, new working styles and integrate with, or take advantage of, new, disruptive, relevant technologies as they mature. North Lanarkshire require a systems integrator partner to propose and implement an enterprise solution comprising of a wide range of technology components. Problem to Be Solved In order to deliver NLC’s digital ambitions, NLC requires to transform its current technology landscape. NLC’s current technology will struggle to support the evolving needs of staff, customers and residents in a digital context. A key part of the transformation is to build digital capabilities through cloud, a digital platform and a collaboration suite. NLC requires skills and expertise from an SI to be able to deliver these technologies and operationalise them by embedding them in existing ecosystem. The delivery partner will source and implement these technologies which meet the needs and deliver business value to internal and external customers. Who Are the Users The proposed solution is aimed for both internal and external users: External Users: As a citizen, visitor, customer or business in North Lanarkshire I want to engage with the Council in a way that’s convenient to me. Internal Users As a member of staff I need to work flexibly and be empowered, by using technology in a standard and consistent way. As an elected member I need to engage with my community, have information to make decisions and understand any issues. Early Market Engagement NLC have engaged with a number of technology vendors as part of a soft market testing exercise in a series of meetings and demonstration workshops in autumn 2018. To match NLC’s ambition of becoming a Leading Local Authority in Scotland, an approach was agreed to engage with a sample of global technology vendors who have the size and capabilities to match this ambition. Each vendor held initial discussions with the DigitalNL project team followed by vendor demonstration sessions to a wider NLC audience including members of DigitalNL, NLC IT and EAGG (Enterprise Architecture Governance Group). Suppliers engaged across both sessions were; · Salesforce · Microsoft · AWS · Google Whilst these suppliers have been engaged with, the solution will not be limited to products by these suppliers. Work Already Done An assessment of the current technology estate has been completed which details risk areas and components and infrastructure which need to be upgraded or replaced. A high level target state architecture has been developed which identifies the technology components and infrastructure NLC requires. The high level architecture is technology agnostic and includes a wide range of digital, data and cloud components. This high level target state architecture will be shared in full with suppliers who reach the tender stage. Existing Team There is an existing DigitalNL transformation team. This includes comprehensive governance, programme and project support teams. There is also an in-house NLC ICT Team and an external Service Delivery Partner. Security Clearance N/A Additional T&Cs To be discussed as part of the Tender phase Skills & Experience Please provide an example of successfully migrating customer data between systems with organisations of a similar nature, size and complexity to that of a local authority the size of NLC NLC requires an SI partner to propose, obtain and implement a range of technology products. Provide an example of when your organisation acted as systems integrator at a similar organisation Provide a detailed example of when your organisation delivered digital solutions that have released significant savings in a Local Authority or similar organisation to NLC The supplier will propose, provide and implement a CRM. Provide an example of when your organisation implemented a CRM system which realised benefits for a local authority or similar organisation The supplier will propose, obtain and implement a data&analytics solution which provides BI reporting capabilities. Provide an example of when your organisation implemented an analytics solution at a similar organisation An SI is required to provide skills including technical knowledge, commercial expertise, implementation planning, and programme and stakeholder management. Provide evidence your organisation possesses these skills, capabilities and experience Benefits of the DigitalNL programme will include a digitally improved customer offering. Provide evidence of your organisation providing technology which enabled the use of new innovative, customer-centric digital services The supplier will propose, provide and implement Internet of Things solutions. Provide an example of your organisation using IoT solutions to deliver benefits for a Local Authority or similar organisation The supplier will be expected to implement the Office365 productivity suite. Provide an example of when your organisation has implemented Office365 to drive benefits in Local Government or similar organisation Provide evidence that your organisation has knowledge and experience of implementing cloud solutions with the latest security and data regulations and legislation in Scotland The change in delivery model requires that identity is paramount to secure solutions; provide an example of your organisation deploying an identity management solution in Local Government or elsewhere The SI will act as an umbrella supplier. Provide an example of when your organisation has acted as an umbrella supplier and has sourced capabilities and skills from the market Provide evidence that your organisation has capabilities in modern digital technologies including Cloud, Big Data, Enterprise integrations, Business Intelligence /Machine Learning /Robotic Process Automation /Artificial Intelligence Provide evidence of leading the transformational journey from a traditional organisation to a digital organisation in a Local Authority or similar organisation to NLC The SI will work alongside a Digital Business Partner, the Council’s DigitalNL and ICT Teams and Service Delivery Partner.
