Multi Supplier Framework for the Provision of Quantity Surveying and Commercial Management Services to Ervia

The Contracting Entity is running a competition for the establishment of a multi supplier framework for quantity surveying and commercial management services. The Framework will be split into two Lots namely: • Lot 1 – Quantity Surveying and Commercial Management Services associated with Infrastructure Projects: • Lot 2 – Quantity Surveying and Commercial Management Services associated with non-Infrastructure Projects To enable the successful delivery of projects and programmes across the organisation, Ervia has a requirement for quantity surveying and commercial management services to support the delivery teams particularly but not limited to; • Ervia – Facilities Management, Major Projects • Irish Water – Asset Delivery, Asset Management • Gas Networks Ireland The scope of services extends to but will not be limited to the provision of project services and/or resources for activities associated with: • Contract administration including processing monthly construction contract valuations • Contract commercial strategy advice • Commercial pricing comparison • Cost planning • Cost estimating • Productions of bills of quantities/ schedules of rates • Feasibility studies • Value and risk management and assessment • Determination of values on contract variations and contractor claims in accordance with contract timelines • Management of final accounts • Expert witness and claims analysis • Support client representative in dispute resolution processes Call off contracts issued to successful Tenderers will outline specific requirements such as: • Resource Competencies – Senior/ Associate to Junior Quantity Surveyors • Durations - a month for a final account exercise on a major projects or a number of years for the commercial management of high volume, low value call off contracts associated with the Network Portfolio Locations - resources will be required to work in Ervia, project or sites offices
