Why the Work is Being Done To establish a sustainable professions framework for the recruitment and retainment of technical and digital skills to provide the Authority essential skills required to support the maintenance, development of complex technology systems and wider Home Office objectives. Problem to Be Solved Home Office has a requirement to support its complex and expanding technology systems. It is essential that the Authority has an efficient and sustainable access to pool of quality technical skills. Consequently, the Authority is seeking to establish a DDaT professions framework for the recruitment and retainment of technical and digital skills needed to support it technology driven services and wider objectives. Who Are the Users The team leading the transformation of the structure of DDaT together with Recruiters / Line Managers / Individual staff that need to clearly set out the structure of roles and responsibilities throughout the organisation. Early Market Engagement Work Already Done A high-level framework has been defined which now requires establishment of detailed frameworks for each DDaT Profession. Existing Team Our internal Professions teams are building out from a solid core of experienced civil servants. Current Phase Not applicable Work Location Work will be carried out from a Home Office location primarily in either 2 Marsham Street, London or Croydon with potential to travel to other DDaT sites at times. Working Arrangments The supplier will be required on standard working hours basis to collaboratively work on site (5 days per week for stakeholder engagement) subject to surge if required to achieve specific agreed milestones. Supplier costs must be inclusive of all expenses. Supplier will be required to use MS Project Online to provide time sheet information to I&P Finance on a monthly basis in arrears. Security Clearance All professional resources must have CTC level security clearance prior to starting work. Staff not in current possession of CTC security clearance must be willing to undergo CTC security clearance process. Additional T&Cs • Statements of work will be agreed periodically with the supplier on a fixed price or capped T&M basis with agreed deliverables. • The Home Office will use the standard DOS 3 contract terms. Skills & Experience Deep expertise in defining roles, competencies and career frameworks for digital, data and technology professions. Evidence of the creation of sustained, lasting capability in client organisations. Deep understanding of SFIA and other relevant skills development frameworks. Nice to Haves Understanding of how Professions enable Central Government DDaT organisations to support complex programmes and the maintenance of critical national infrastructure. Account management able to provide summaries and clarity over activities for Programme Managers. Reporting directly to the Professions Management Team or CTO. (5%) Approach to proactive issue management, problem resolution and improving ways of working. (5%) Works within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code.
