Tender description
Overall services summarised: 1. For Brittas Road Thurles, Closed Landfill Carry out Tier 1 Environmental Risk Assessment (ERA) and Qualitative Risk Assessment (QRA) as appropriate, all in accordance with the EPA Code of Practice: ERA for Unregulated Waste Disposal Sites (EPA CoP) 2. In respect of each of the four closed landfills (i.e. (i) Brittas Road Thurles, (ii) Dundrum, (iii) Moneanearle and (iv) Coole Closed Landfills), carry out Tier 2 / Tier 3 ERA and QRA as appropriate, all in accordance with the EPA CoP. The risk assessments will be provided by the Consultant’s appropriately “Qualified Person” as set out in Section 2.3 of the relevant EPA CoP; The ERAs of each of the four closed landfill sites must be carried out in accordance with the EPA CoP. The overall objectives of carrying out the ERAs are as follows: a) To establish the environmental risks posed by the presence of the waste deposited in the landfills through the generation of leachate to the surface water and /or groundwater and the migration of landfill gas that would impact negatively on the receiving environment b) To identify the source, pathway and receptor linkages, and prepare detailed recommendations and costs for remediation works to break the pathways to the receptors c) To regularise each site by applying for a Certificate of Authorisation to the EPA in each case and successfully obtaining same 3. Prepare AA screening reports and where necessary, Natura Impact Statements; 4. Develop site remediation plans and monitoring programmes in accordance with the EPA CoP, EPA Landfill Manuals 1999 & 2000, and other relevant EPA guidance 5. Develop the detailed design of each remediation plan to a sufficient level that will be adequate to support an application to the EPA for Certificates of Authorisation (CoA) in accordance with the WM Regs 2008 6. Prepare the applications for TCC to apply to the EPA for CoA in accord with WM Regs 2008 7. Fulfil role of PSDP in accord with the SH&WW Cons Regs 2013
