Tender description
The F2F Provision aims to ensure evidence based Interventions are more widely available to ultimately improve children’s outcomes, building capacity and supply in the sector. The autumn 2017 budget statement announced an increase in the funding available for the programme overall to up to 39 000 000 GBP until 2021. The F2F Provision element of the Programme has a budget of 11 600 000 GBP. In order to improve outcomes among the most Disadvantaged children in England, the aim of the Programme is to improve the evidence base around the effectiveness of reducing parental conflict, or resolving conflict in the inter-parental relationship, by supporting parents (including Intact couples and Separated parents) in the specified target group through Interventions. Testing and evaluation of the F2F Provision will build learning about the implementation, delivery and effectiveness of Interventions in reducing parental conflict, in order to improve children’s outcomes. This learning is expected to inform the commissioning of services to reduce Parental Conflict by Local Authorities in England only. The FLPs operating within the LA with their delivery partners will be responsible for identifying and completing the referral stage questionnaire referring Parents to the F2F Provision. LAs and delivery partners will identify iParents through existing frontline contact with the families. The referral stage questionnaire will be developed by DWP for use by the LA and FLPs. Providers can also source and signpost potential Participants to the LAs who will be subject to completing the referral stage questionnaire and referring Parents to the F2F Provision. In these cases, all potential participants must be referred to the LA to complete the process above. The F2F Provision contract period duration will be from January 2019 to March 2021. It will be procured via an open competition. Contracts will be awarded across 4 Contract Package Areas (CPAs) in England (Scotland and Wales are not included).
