Tender description

DFID is seeking a service provider (or consortium of partners) to undertake independent monitoring of its programme delivery in Yemen over a period of years (from approximately 2019 to 2022). This contract is a component one of DFID’s Independent Monitoring, Evaluation and Data Analysis (IMEDA) Programme. DFID Yemen is committed to the use of independent monitoring to provide an additional level of assurance that DFID programmes are being delivered as intended. The appointed service provider will require to deliver independent monitoring and evaluation services to DFID Yemen to ensure that such services will continue to be provided in a fragile and conflict affected environment. The outputs of the work will be: 1) Independent verification that DFID funded projects are being delivered; 2) Views and voices collected from beneficiary communities; 3) Contextual information collected from the population of Yemen. The details of the outputs will be agreed in rolling 6 monthly work plans, but it is anticipated that approximately 100 project sites from approximately 7 DFID projects will be visited each year under “Component A” of this project (in order to deliver outputs 1 and 2) and that one medium scale survey and one qualitative data collection exercise will be planned and conducted every 6 months under "Component B" in order to deliver output 3.
