Tender description

Hertfordshire County Council (the “Council”) is carrying out Pre-Procurement Market Engagement (“PPME”) in relation to the transportation and disposal of Clinical Waste. The Council will consider the feedback received from the Industry Open Day to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME Industry Open Day shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME Industry Open Day shall place any supplier at an advantage in a potential procurement process. Participation in the PPME Industry Open Day will be at each organisation’s own cost. No expense in responding to this PPME Industry Open Day will be reimbursed by the Council. Hertfordshire County Council as the Waste Disposal Authority (WDA) is responsible for the disposal of all waste collected by the Waste Collection Authorities (WCAs) under their duties and powers defined in the Environment Protection Act 1990 together with waste collected at Household Waste Recycling Centres (HWRCs). This waste is known as Local Authority Collected Waste (LACW) and includes Clinical Waste and Offensive Waste as defined in the Controlled Waste Regulations 2012. The Council requires the provision of the collection and transport of approved wastes to a licensed treatment/disposal facility for disposal. Approved wastes include: offensive waste, infectious waste, sharps waste, cytotoxic and cytostatic medicines, medicinal waste, amalgam waste and small animal remains. Clinical waste and offensive waste is collected from domestic and commercial premises by the WCAs or their contractors and delivered to a depot or waste transfer station from which it is offloaded into the containers provided by the Council for use under this contract. As part of the PPME process Hertfordshire County Council are holding an Industry Open Day for this potential procurement.
